　　CCTV News:On the 29th, the Regulations of Beijing Municipality on the Administration of Non-motor Vehicles (Draft) was deliberated at the meeting of the Standing Committee of Beijing Municipal People’s Congress. Beijing plans to issue local regulations on the management of non-motor vehicles, implement a three-year transition period for over-standard electric bicycles, and prohibit scooters, unicycles, self-balancing cars and other sliding tools from going on the road.

　　According to statistics, there are more than 3 million over-standard electric bicycles in Beijing, accounting for 80% of the total number of electric bicycles. At the same time, bike-sharing-based non-motor vehicles are parked in disorder, and disorderly development is crowding out public resources. The existing laws and regulations on non-motor vehicle violations are not perfect and the management basis is insufficient; Therefore, it is imperative to establish and improve the management system of non-motor vehicles through local legislation to ensure road traffic safety and order.

　　It is understood that this draft stipulates that electric bicycles and other non-motor vehicles that should be registered according to law should be registered by the traffic management department of district-level public security organs and obtain the Beijing non-motor vehicle driving license and number plate before driving on the roads in Beijing. A three-year transition period will be implemented for electric bicycles purchased before the implementation of the draft that do not meet the national standards. After the transition period expires, the over-standard electric bicycles are not allowed to drive on the road.

　　For those who drive vehicles to engage in business activities such as express delivery and take-away, commit acts that endanger traffic safety, such as retrograde, failing to follow the instructions of traffic lights, and riding through crosswalks, the traffic management department of the public security organ shall order them to make corrections, and may seize illegal vehicles on the spot and impose a fine on 500 yuan.

　　It is also clearly stated in the draft that sliding tools such as scooters, unicycles and self-balancing cars are not allowed to be used on the road. It is forbidden to park non-motor vehicles in nine areas that affect the normal passage of pedestrians and vehicles.

　　Beijing encourages enterprises to carry out bicycle rental business services and does not develop electric bicycle rental. Bicycle rental business enterprises shall reasonably control the number of vehicles put in according to the requirements of Beijing traffic administrative department, and establish and improve the management system of deposit and advance payment.
