Opinions of the People’s Government of Inner Mongolia Autonomous Region on Promoting the High-end, Intelligent and Green Development of Manufacturing Industry

The administrative offices of the Union, the Municipal People’s Government, the commissions, offices, departments and bureaus of the autonomous region, and major enterprises and institutions:

Manufacturing industry is an important pillar of Inner Mongolia’s industrial economy and the main position to promote industrial transformation and upgrading. At present, Inner Mongolia is in an extremely difficult and important transition period, facing outstanding problems such as insufficient development of manufacturing industry, low level of modernization of industrial chain and supply chain, reliance on energy for industrial structure, and sluggish development of intelligence. In order to implement the spirit of the 11th Party Congress of the autonomous region, accelerate the development of high-end, intelligent and green manufacturing industry, and promote the overall optimization of industrial structure, combined with the actual situation of the autonomous region, we hereby put forward the following opinions.

I. General requirements

Guided by Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, we will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, fully implement the spirit of the important instructions given by the General Secretary of the Supreme Leader to Inner Mongolia, fully, accurately and comprehensively implement the new development concept, deepen the structural reform on the supply side, go all out to adjust the structure, transfer functions and improve quality, and solidly promote the high-end, intelligent and green green processing of green agricultural and livestock products, modern equipment manufacturing, new chemicals, new materials and biomedical industries.

By 2025, the following goals should be achieved:

-Remarkable achievements have been made in high-end development, with the manufacturing industry accounting for more than the energy industry, the output value of modern equipment manufacturing accounting for about 10% of the industrial output value, and the output value of new materials accounting for about 13% of the industrial output value, so as to build four advanced manufacturing clusters of green agricultural and livestock products processing, modern equipment manufacturing, new chemicals, new materials and biomedicine.

-New breakthroughs have been made in industrial intelligent upgrading and digital empowerment. The digitization rate of production equipment of industrial enterprises above designated size has reached 60%, the numerical control rate of key processes has reached 68%, the penetration rate of industrial Internet platforms has reached 45%, and all industrial parks have been built into smart parks.

-the level of green and low-carbon development has been significantly improved, and energy saving in the manufacturing sector has reached 500.More than 10,000 tons of standard coal, the production capacity ratio of key industries whose energy consumption per unit product reaches the benchmark level exceeds 30%, and the water consumption per 10,000 yuan of industrial added value decreases by 13% compared with 2020.

Second, promote the development of high-end industries

Conscientiously implement the requirements of the Supreme Leader’s General Secretary to "make every effort to transfer the structure, function and quality", cultivate advanced manufacturing clusters such as green agricultural and livestock product processing, modern equipment manufacturing, new chemicals, new materials and biomedicine with high standards, promote the industrial chain to extend downstream, the value chain to climb to the middle and high end, and improve the modernization level of the industrial chain supply chain.

(1) Cultivate green agricultural and livestock products processing industrial clusters. Focusing on the construction of agricultural and livestock products production bases, we will focus on developing industries such as milk, meat, cashmere, corn and potato processing. By 2025, the output value of green agricultural and livestock products processing industry will reach 400 billion yuan, and the processing conversion rate of major agricultural and livestock products will reach 80%. In terms of dairy processing, a number of fresh milk processing projects are concentrated in Nenjiang, Xiliaohe and Yellow River basins, Hulunbeier, Xilingol grassland and other advantageous milk source areas to ensure that all fresh milk is processed and transformed on the spot. In meat processing, support leading brand enterprises to integrate small and medium-sized meat processing enterprises, cultivate large-scale processing enterprises, improve industrial concentration and enhance the influence of regional brands. In cashmere processing, the upstream and downstream enterprises such as cashmere acquisition, carding, spinning and knitting in the region will be promoted to form a regional linkage and complementary development pattern; Improve the local standard system of cashmere products, develop personalized customization, and promote the design innovation and product innovation of cashmere products. In terms of corn processing, we will focus on the layout of corn processing projects in Hulunbeier, Xing ‘an League, Tongliao and other regions to create an industrial chain of "corn planting-corn starch-starch derivatives-comprehensive utilization of by-products". In terms of potato processing, we will focus on potato processing projects in Hulunbeier, Chifeng, Wulanchabu and other major potato producing areas to improve local processing capacity; Support Wulanchabu to build the brand of "China Potato Capital".

(2) Cultivate modern equipment manufacturing industrial clusters. Focus on the development of new energy equipment manufacturing and new energy automobile manufacturing, and form a new engine to promote the development of manufacturing industry. In terms of new energy equipment manufacturing, around the construction of wind power projects, moderately develop wind power machine manufacturing, focus on developing core supporting parts such as blades, generators, wheels, bearings and control systems, improve the supporting capacity of parts, and build an industrial chain of "wind turbine manufacturing-supporting parts-equipment maintenance-wind power base"; Focusing on meeting the needs of photovoltaic power plant construction, support existing monocrystalline silicon and polycrystalline silicon production enterprises to develop solar cell module products, and introduce battery sheets, photovoltaic glass (panels and backboards), EVA film, inverters and wind-solar complementary equipment manufacturing projects to form an industrial chain of "photovoltaic materials-battery modules-photovoltaic power plants"; Relying on rich energy resources and hydrogen energy application scenarios, we will develop industries such as electrolytic water hydrogen production and industrial by-product hydrogen purification equipment manufacturing, hydrogen energy storage and transportation equipment manufacturing, and hydrogen fuel cell manufacturing to achieve new breakthroughs in hydrogen energy equipment manufacturing; Relying on the industrial bases such as anode and cathode materials of lithium-ion batteries, ultra-high power graphite electrodes and diaphragms, we will focus on developing the manufacturing industry of energy storage batteries and energy storage control systems. By 2025, wind power equipment will basically meet the needs of the region, and the manufacturing of photovoltaic equipment, hydrogen energy equipment and energy storage equipment will achieve a historic breakthrough, and the output value of new energy equipment manufacturing will exceed 100 billion yuan. In terms of new energy vehicle manufacturing, we will focus on replacing traditional fuel trucks with electric heavy trucks, speed up the release of new energy vehicle production capacity, and focus on the layout of supporting parts and components projects in areas such as Hubao and Hubei.Create a whole industrial chain of new energy vehicles covering the development and manufacture of power batteries, motors, electronic control systems, powertrains, supporting parts and complete vehicles, and build an important regional new energy vehicle production base; Make overall plans, moderately advance, and accelerate the improvement of charging and hydrogenation infrastructure. By 2025, the production capacity of new energy vehicles in the whole region will reach 100,000, and the capacity utilization rate of new energy vehicles will increase to over 40%.

(3) Cultivate new chemical industry clusters. Focus on the development of modern coal chemical industry and fine chemical industry. By 2025, the output value of modern coal chemical industry and fine chemical industry will exceed 200 billion yuan, accounting for more than 50% of the chemical industry. In terms of modern coal chemical industry, accelerate the construction of Erdos National Modern Coal Chemical Industry Demonstration Zone, moderately expand the scale of modern coal chemical industry around the national strategic needs, vigorously develop high-end polyolefin, engineering plastics, high-performance fiber, high-quality paraffin, high-grade lubricating oil, nitrile rubber and other high-value-added products, promote the centralized gathering of industries in chemical parks, and build a green, refined and circular modern coal chemical industry cluster. In terms of fine chemicals, strictly control the scale of upstream industries such as coking and chlor-alkali chemicals, promote the transformation and upgrading of traditional chemical industries, accelerate the development of deep processing projects, build the whole industrial chain of coal coke chemicals and chlor-alkali chemicals, and vigorously develop fine chemicals such as pharmaceuticals, pesticides and dyes; Vigorously develop fluorosilicone chemical industry, focus on the layout of high-end fluorosilicone demonstration projects in Baotou and Wulanchabu, promote the extension to fluorosilicone resin, silicone, functional membrane materials and other new fluorosilicone materials, and improve the level of in-situ transformation and value-added.

(4) Cultivate industrial clusters of new materials. Focus on the development of advanced metal materials, new rare earth materials, advanced silicon materials, advanced building materials and non-metallic mineral materials, advanced carbon materials and advanced polymer materials. By 2025, the industrial output value of new materials (including aluminum post-processing and copper post-processing) will exceed 300 billion yuan. In terms of advanced metal materials, we will expand the scale of advanced steel materials and non-ferrous metal materials, and focus on developing high-value-added products such as high-performance plates, high-performance pipes, advanced rail transit materials and high-performance aluminum (copper) materials to meet the development needs of rail transit, aerospace, electronic information and other industries. With regard to new rare earth materials, relying on innovative resources such as the National Innovation Center for Rare Earth Functional Materials in the Autonomous Region, we will accelerate the research and development of key technologies and the transformation of achievements, vigorously develop high-end rare earth functional materials such as permanent magnets, hydrogen storage, catalysis and additives, form an industrial chain of "rare earth resources-smelting separation-functional materials-application products", and build the largest rare earth functional material base and the leading rare earth application base in China. By 2025, the conversion rate of rare earth in-situ processing will reach over 80%. In terms of advanced silicon materials, polysilicon, monocrystalline silicon and silicone enterprises are encouraged to extend the industrial chain and develop downstream large-size chips and electronic-grade crystalline silicon high-performance silicone series products. In terms of advanced building materials and non-metallic mineral materials, we will give full play to the characteristics and advantages of new building materials in Inner Mongolia, and focus on developing special glass, high-end coal-series kaolin and new ceramic materials industries. In terms of advanced carbon materials, optimize the layout of advanced carbon materials industries such as graphite (olefin), carbon fiber and composite carbon materials.Develop high value-added products such as ultra-high power graphite electrode, negative electrode material of lithium ion battery, special carbon material, carbon fiber, glass fiber, graphene powder and film. In terms of advanced polymer materials, we will promote the extension and coupling of chemical intermediate products and develop high-performance resins, high-end functional films, degradable plastics and other materials.

(5) Cultivating biomedical industrial clusters. Focus on the development of biological agents (veterinary vaccines), raw materials and chemical drugs, and traditional Chinese medicine (Mongolian medicine). By 2025, the output value of biomedical industry will reach 35 billion yuan. Biological agents (veterinary vaccines), relying on the National Engineering Laboratory of Veterinary Vaccines and the Veterinary Vaccine Innovation Center, expand the supply capacity of vaccines such as foot-and-mouth disease and Brucella, and develop a series of pet vaccines; Develop urgently needed vaccines such as African swine fever and bovine sarcoidosis, and support Hohhot to build a world-leading veterinary vaccine research and development production base. In terms of APIs and chemicals, relying on the industrial base of APIs, we will promote the extension of APIs to downstream pharmaceutical preparations, increase the types and scale of downstream products of APIs such as vitamins, and develop green biological pesticides and veterinary drugs such as spinosad and anthelmintics. In terms of traditional Chinese medicine (Mongolian medicine), relying on the natural resources of genuine medicinal materials, we will vigorously develop the traditional Chinese medicine (Mongolian medicine) industry and build an industrial chain of "genuine medicinal materials-primary processing of medicinal materials-decoction pieces, formula granules-traditional Chinese medicine Mongolian medicine preparations" to realize the local processing and transformation of all genuine medicinal materials.

Third, promote the development of industrial intelligence

Conscientiously implement the requirements of the Supreme Leader General Secretary to "promote the deep integration of the Internet, big data and artificial intelligence with the real economy", accelerate the improvement of new infrastructure, and vigorously promote the application of next-generation information technologies such as 5G technology and big data in smart parks, industrial Internet, smart factories and smart mines, and promote the digital transformation and intelligent upgrading of industries.

(1) Improve the information infrastructure. Accelerate the construction of "double Gigabit" networks, continue to promote the construction of 5G base stations and "Gigabit optical network" cities, and by 2025, realize the effective coverage of 5G signals in Union cities, counties (cities, districts), Sumu townships, industrial parks and large industrial and mining enterprises. Build a national computing hub node and promote the realization of "East Counting and West Counting". Optimize the layout of data infrastructure, and by 2025, the installed data capacity will exceed 3 million units.

(2) Building a smart park. Focusing on the industrial park and supported by the new generation of information technology, we will build an intelligent management and control platform in the park to realize the agile collection, transmission, storage, analysis and intelligent response of key data such as production, environmental protection, safety, energy consumption and logistics of enterprises in the park. Plan to build a smart industrial monitoring platform in the autonomous region to realize integrated and panoramic management of enterprise operation, project construction, energy consumption control and pollution monitoring in the industrial park.

(3) Building an industrial Internet platform. It is planned to build an Internet platform for energy industry in the autonomous region, and build regional, industrial and enterprise-level industrial Internet platforms in the fields of chemical industry, metallurgy, building materials, modern equipment manufacturing, green agricultural and livestock products processing and emerging industries. Taking leading enterprises as the main body, we will build a comprehensive secondary node of national industrial Internet logo analysis in Inner Mongolia, and carry out application innovation based on logo service. In-depth promotion of enterprises’ cloud-boarding actions, focusing on the digital network transformation of upstream and downstream enterprises in the industrial chain’s cloud-boarding platform and key equipment. By 2025, the penetration rate of industrial Internet platforms will reach 45%.

(4) Building smart factories. Promote enterprises to adopt digital technologies such as intelligent equipment, automation technology and automatic identification technology to build digital workshops. Encourage backbone enterprises to use the new generation of information technology to build smart factories. Implement "machine substitution" in ferroalloy, calcium carbide, civil explosion and other industries. We will further promote the "integration of industrialization and informatization", carry out the digital transformation diagnosis of enterprises, and promote the "integration of industrialization and informatization" of industrial enterprises above designated size to achieve the standard. By 2025, the digitization rate of production equipment of industrial enterprises above designated size will reach 60%, and the numerical control rate of key processes will reach 68%.

(5) Building smart mines. Focus on building 5G+ unmanned and 5G+ unmanned mining demonstration projects under different conditions, scenarios and modes in large open-pit coal mines and underground coal mines, and listing a number of 5G+ intelligent coal mine demonstration bases. By 2025, all mining vehicles in key open-pit coal mines will be unmanned, and all mining faces and heading faces in Jinggong coal mine will be intelligently operated.

Fourth, promote the green development of the industry

Conscientiously implement the requirements of "ecological priority and green development" of the Supreme Leader General Secretary, strictly control the increment of "two highs", speed up the withdrawal of excess and inefficient production capacity, strengthen the energy-saving and water-saving transformation of industrial projects, strengthen the intensive use of land in the park, create a low-carbon and zero-carbon demonstration park, and promote the green transformation of the industry.

(1) Strictly control the scale of "two high" industries. Strictly control the new production capacity of the "two high" industries, and in principle, no new production capacity projects in the "two high" industries such as steel, ferroalloy, cement, coke, calcium carbide, PVC and ordinary flat glass will be approved except for projects under construction and completed capacity replacement projects. Strict "two high" project access, new "two high" project technology and equipment must reach the domestic advanced level, energy efficiency level must reach the national benchmark level, industrial water benchmark national advanced level.

(two) to speed up the implementation of energy-saving and water-saving technological transformation. Intensify energy-saving technological transformation of enterprises, and comprehensively implement energy-saving technological transformation for key energy-using enterprises whose annual energy consumption is more than 5,000 tons of standard coal in steel, electrolytic aluminum, cement, chemical industry, building materials, calcium carbide, PVC, ferroalloy and other industries, and the unit energy consumption is not up to the advanced level of the industry. Adhere to the fixed production with water, increase the intensity of water-saving transformation of enterprises, comprehensively carry out water-saving technological transformation in high water-consuming industries such as steel, nonferrous metals, chemicals, building materials, food and fermentation, and build a number of water-saving enterprises and water-saving benchmark enterprises.

(3) Building a number of low-carbon and zero-carbon demonstration parks. We will implement the renewable energy substitution action in the park, pilot the construction of a number of low-carbon demonstration parks and zero-carbon demonstration parks in industrial parks with relatively concentrated electricity load and independent peak shaving capacity, encourage qualified industrial parks to carry out low-carbon and zero-carbon transformation, and build a green development model and development pattern of the park. By 2025, the proportion of new energy consumption in low-carbon and zero-carbon demonstration parks will reach 50% and 80% respectively.

Five, improve the safeguard measures

(1) Strengthen organizational leadership. All league cities should deeply understand the importance, urgency and arduousness of industrial transformation and development, earnestly assume the main responsibility, clarify the division of tasks, establish incentive mechanisms and assessment mechanisms, and comprehensively implement them. At the level of the autonomous region, it is necessary to formulate the main points of work in different years, refine the annual objectives and tasks, strengthen supervision and supervision, and ensure that all tasks are implemented. Relevant departments of the autonomous region should formulate policies and measures to support the high-end, intelligent and green development of manufacturing industry according to their respective functions. Each union city should formulate corresponding implementation opinions and supporting plans in light of the actual situation in the region.

(2) Strengthen financial support. Further increase financial support, substantially increase financial investment, expand the scale of special funds for the development of key industries and industrial parks, and increase support for key projects. Further increase the scale of guiding funds for the development of key industries in the autonomous region and promote the establishment of new energy equipment manufacturing development funds. Encourage qualified areas to set up special funds and funds for the development of small and medium-sized enterprises. Strengthen the integration of production and operation, regularly introduce key projects to financial institutions, and give discount loans to qualified key projects.

(3) Strengthening the capacity building of technological innovation. Support the construction of various enterprise-led technological innovation platforms such as manufacturing innovation centers, key laboratories, technological innovation centers, enterprise technology centers, and industrial design centers. Set up a number of manufacturing innovation centers in advantageous areas, support the industrial application of major technological innovations, support enterprises to participate in the formulation of international and national (industry) standards, and continue to provide insurance compensation for the first set of technical equipment, the first batch of key components (times) and the first batch of new materials (times). We will implement the "specialized and innovative" small and medium-sized enterprise cultivation project and carry out the "double multiplication" action of high-tech enterprises and high-tech small and medium-sized enterprises.

(4) Vigorously optimize the business environment. Carry out regional assessment, notification and commitment system and departmental assistance system, and minimize the time limit for pre-project procedures. Smooth the channels to reflect the demands of enterprises, promote the solution of problems such as imperfect project commencement procedures, inadequate policy implementation, inadequate commitment fulfillment, difficult and expensive financing, and labor demand, and create a good environment for enterprise development.
