At the Central Economic Work Conference in December 2023, bio-manufacturing was listed as a strategic emerging industry to be promoted this year. In order to implement the major national strategic tasks and seize the historic opportunity brought by the new round of biotechnology revolution and industrial transformation, Beijing has laid out the construction of synthetic bio-manufacturing industry. On January 6th, Beijing Synthetic Bio-manufacturing Technology Innovation Center was launched in Changping Future Science City, focusing on four sub-centers, namely biocatalyst design, bio-manufacturing raw material development, bio-manufacturing process strengthening and bio-manufacturing product engineering. It will carry out technical research in the whole process around bio-manufacturing industry chain, innovation chain and value chain, achieve more breakthroughs from 0 to 1, and lay a solid foundation for leading the innovative development of bio-manufacturing industry.

Synthetic bio-manufacturing is a new material manufacturing technology with industrial biotechnology as its core, and it is a sunrise industry leading the "third bioscience revolution" with a wide range of application scenarios. In this context, Beijing proposed to develop synthetic bio-manufacturing industry as an important strategic direction of bio-economy and future industry, and will deploy ten key tasks from five dimensions: original innovation breakthrough, platform-driven transformation, strong industrial core, open and coordinated development, and pioneering and empowering.

Changping Future Science City, as the hub platform of Beijing International Science and Technology Innovation Center, has a good foundation for the development of synthetic bio-manufacturing industry. At present, a number of key universities and scientific research institutions, such as beijing university of chemical technology and Tsinghua University Guozhong Base, a number of R&D headquarters of large enterprises, such as COFCO Nutrition and Health Research Institute and China Tobacco Beijing Institute of Life Science and Technology, and a number of high-potential scientific and technological enterprises, such as Blue Crystal Microbiology and Micro-element Synthesis, are gathered in the region, with active innovation and complete elements, initially forming a development trend of "Industry-University-Research uses".

On January 6, Changping District signed a series of cooperation agreements around innovation drive, financial empowerment and ecological construction. Changping District Government and beijing university of chemical technology signed a cooperation agreement to build Beijing Synthetic Bio-manufacturing Technology Innovation Center, which will provide innovative impetus for the development of Beijing Synthetic Bio-manufacturing industry. Future Science City Group and Capital Development Group signed an industrial fund agreement, and the two sides will jointly set up a science and technology innovation fund with an initial scale of 300 million yuan, focusing on bio-manufacturing, future energy materials, future health and other fields. Chang Development Co., Ltd. signed a cooperation agreement with the Institute of Process Engineering of China Academy of Sciences, and will jointly build a science and technology platform for collagen bio-manufacturing with Huaxi Bio, Juzi Bio, Chuangjian Medical and other head enterprises, and build an innovative ecology with the organic integration of "Industry-University-Research Use" through scientific and technological services, professional activities and personnel training.
Beijing Synthetic Bio-manufacturing Technology Innovation Center and Zhongguancun Synthetic Bio-manufacturing Industrial Cluster were officially unveiled at the meeting to start construction. It is reported that the synthetic bio-manufacturing technology innovation center under construction is located in Changping Future Science City, with four sub-centers, namely biocatalyst design, bio-manufacturing raw material development, bio-manufacturing process strengthening and bio-manufacturing product engineering, which will focus on the bio-manufacturing industry chain, innovation chain and value chain to tackle key technical problems in the whole process, achieve more breakthroughs from 0 to 1, and lay a solid foundation for leading the bio-manufacturing industry to innovate and develop.
Zhongguancun Synthetic Bio-manufacturing Industry Cluster takes Changping as the base, focuses on the future science city, and combines the existing planning conditions and the development sequence of industrial land to plan and construct "four functional areas" such as innovation incubation area, transformation acceleration area, high-end manufacturing area and headquarters office area step by step, forming a U-shaped spatial layout, and connecting two innovative groups of "Life Valley" and "Energy Valley" in an orderly manner, effectively connecting medical health, advanced energy and energy. In the near future, the construction of a 150,000-square-meter starting area will be started to create an innovative incubation space integrating "headquarters office+R&D platform+incubation acceleration+pilot test" to meet the needs of various bio-manufacturing industries.
In order to support the development of synthetic bio-manufacturing industry, Changping District has also promoted a series of policies. At the meeting, the relevant person in charge of Changping District introduced "Several Measures to Support the High-quality Development of Bio-manufacturing Industry in Changping District", and will put forward targeted support measures from innovation incubation, industrial cluster, project landing, popularization and application, etc., to promote the accelerated landing and development of major projects, key enterprises, important platforms and heavy talents.
In addition, Changping District has also compiled and issued the Action Plan for the Development of Bio-manufacturing Industry in Changping, focusing on the "high-tech" industrial direction in Beijing and the industrial positioning in Changping, focusing on the five major fields of biomedicine and beautiful economy, agriculture and food, environmental protection, energy and new materials, focusing on the "three major links" of R&D transformation, high-end manufacturing and corporate headquarters, and building an "eight-in-one" industrial support system, that is, building an "eight-in-one" industrial support system. We will introduce a number of industrial support policies, gather a number of high-quality and efficient enterprises, build a number of key common platforms, set up a number of industrial development funds, gather a number of industrial backbone talents, support a number of effective application scenarios, and strive to create a "model room" for the development of Beijing’s synthetic bio-manufacturing industry.
