BEIJING, May 10 (Xinhua) According to the WeChat WeChat official account news of the Ministry of Ecology and Environment, the Fifth Central Eco-environmental Protection Inspector Group reported back to Guizhou Province on May 10 the situation of "looking back" and special inspections. The inspector group pointed out that although remarkable progress has been made in the rectification of inspectors in Guizhou Province, some regions and departments still have problems such as inadequate ideological understanding, unfulfilled responsibilities, lagging progress in rectification tasks, and even perfunctory rectification, superficial rectification and pretend rectification.
From November 4 th to December 4 th, 2018, the Fifth Central Ecological Environmental Protection Inspector Group (hereinafter referred to as the Inspector Group) carried out a "review" of the first round of central environmental protection inspectors in Guizhou Province, and made overall arrangements for special inspectors on ecological protection issues in the Yangtze River Basin, and formed inspector opinions. Approved by the CPC Central Committee and the State Council, the inspector group gave feedback to the Guizhou Provincial Party Committee and the provincial government on May 10, 2019.
The inspector mentioned that since the first round of inspections, Guizhou Province has held several meetings of the Standing Committee of the Provincial Party Committee, the provincial government executive meeting and the rectification work promotion meeting to study and deploy the inspector’s rectification work. A total of nearly 8 billion yuan has been invested in the rectification of environmental problems in Weining Caohai National Nature Reserve, and 5,590 illegally built houses with an area of 618,000 square meters and a population of 22,400 have been demolished within the planned red line of the reserve. The project of returning 60,000 mu of farmland to wet grassland has basically completed land acquisition, and the ecological water supply is 1.05 million cubic meters. Local laws and regulations such as the Regulations on Promoting Ecological Civilization Construction were revised, Guiyang International Forum on Ecological Civilization was held continuously, and more than 100 system of ecological civilization reforms were implemented successively. Implement the green economy multiplication plan, and the green economy accounts for more than 40% of the regional GDP. A new round of returning farmland to forests and grasslands, comprehensive control of rocky desertification and comprehensive control of soil erosion will be implemented, and the forest coverage rate will increase from 47% in 2012 to 57% in 2018.
The inspector mentioned that Guizhou Province attached great importance to this "looking back" work, supervised and reformed, and established reforms to promote the solution of outstanding ecological and environmental problems around a large number of people. As of March 2019, the problem of mass reporting assigned by the inspector group has been basically settled, of which 1,200 were ordered to be rectified; 373 cases were filed for punishment and a fine of 26.13 million yuan was imposed; 22 cases were investigated and 14 people were detained; 170 people were interviewed and 111 people were held accountable.
Inspectors pointed out that although remarkable progress has been made in the rectification of inspectors in Guizhou Province, some regions and departments still have problems such as inadequate ideological understanding, unfulfilled responsibilities, lagging progress in rectification tasks, and even perfunctory rectification, superficial rectification and pretend rectification.
First, the ideological understanding is not in place. Some regions and departments have not paid enough attention to the inspector’s rectification, lack of understanding and poor promotion. As of "looking back", there are still 15 rectification tasks in the province that have not been completed on schedule or have not reached the scheduled progress. There are still some problems, such as the phosphogypsum pile stock is still rising, the environmental pollution and hidden dangers are very prominent, and the inspection and assessment in some places are a mere formality.
Second, the implementation of the responsibility for rectification is not effective. Some regions and departments have not seriously investigated and effectively changed the ecological and environmental problems reported by the masses, resulting in repeated complaints from the masses. During the "looking back" period, the inspector group randomly visited 158 letters and complaints, and 52 of them were dissatisfied with the results. In view of the pollution nuisance caused by the Weiqing Coking Plant in Panzhou City, which was complained by inspectors for more than 30 times in the first round, the rectification work in Panzhou City was not in-depth and in place, and the complaints from the masses were not effectively solved, which was very strong.
The third is to rectify and perfunctory response. Of the 128 park sewage treatment plants reported to be built in Guizhou Province, 89 only rely on local county or township domestic sewage treatment plants, and the supporting pipe network construction is lagging behind, so the treatment process is difficult to meet the requirements of park wastewater treatment, so the rectification takes shortcuts and ignores the effect.
Fourth, superficial rectification and pretend rectification still exist. The Bozhou District Committee and District Government of Zunyi City neither studied and deployed environmental protection work as required, nor implemented specific rectification measures, saying one thing and doing another, and in order to cover up the problems and deal with inspectors, the district also secretly discharged landfill leachate for a long time, in an organized and large scale. In the process of comprehensive environmental management in Yudong River Basin, Qiandongnan Prefecture and Kaili City made blind decisions, and the rectification plan formulated was seriously divorced from reality, which made it difficult to implement the rectification measures. A large number of strongly acidic slime leachate and coal washing wastewater have been accumulated in the pit and pond of the plant for a long time in Damaoshan Coal Mine in Yudonghe River Basin, without any seepage control measures. In this regard, the local party Committee, government and relevant departments do not agree, long-term unsupervised, and the hidden dangers of environmental pollution are prominent.
Special inspectors found that Guizhou province has done some work in promoting ecological protection in the Yangtze River basin, but the problems are still outstanding and the situation is not optimistic.
The problem of illegal development in nature reserves is outstanding. Dashahe National Nature Reserve is a key protected area for rare and endangered animals and plants such as silver fir and langur, and its ecological status is very important. However, Daozhen County not only failed to strengthen ecological protection, but illegally included 26,990 hectares of land in the protected area into the planning scope of eco-tourism resort construction, which was approved by the Provincial Tourism Bureau. Daozhen County Government has also signed investment promotion agreements with relevant enterprises, and included Bajiaoshan, Chashan and savage valley, which are located in the core area and buffer area of the reserve, into the development scope. In the process of applying for promotion to the national nature reserve, it deliberately concealed the fact that tourism facilities are under construction in the core area and buffer area. In 2016, Dashahe Nature Reserve Administration took the initiative to cater to the above plans and agreements when organizing the preparation of the demonstration report on the adjustment of functional areas of nature reserves, and deliberately made way for tourism development.
The rectification of illegal projects in ecologically sensitive areas is not effective. In 2013, Zunyi Haohong Investment Co., Ltd. started to build a tourism real estate project in Meijiang provincial scenic spot without authorization, and the illegally built Tea Sea Star Hotel was located in the secondary protection zone, causing obvious ecological damage. Meitan county government deliberately adjusted the area where the Tea Sea Star Hotel is located from the second-class protected area to the third-class protected area when organizing the preparation of the follow-up master plan. In order to promote the construction of wind power projects in duyun city, Qiannan Prefecture, some core areas of Screw Shell Water Conservation Forest Nature Reserve were adjusted into experimental areas by adjusting the overall planning of the reserve instead of problem rectification.
In addition, only some counties and districts in Bijie City have carried out mine ecological restoration experiments, and the ecological restoration work is very lagging behind. After the mining license of Hongyuan Phosphate Mine in Jiangjiehe National Scenic Spot in Weng ‘an County, Qiannan Prefecture expired in 2010, the former Provincial Department of Land and Resources extended the mining license to June 2019 in 2016. In the name of controlling geological disasters, it has mined 83,000 tons of phosphate rock. Since December 2017, the old account of ecological restoration has not been returned, and new accounts have been added.
The inspector requested that the Guizhou Provincial Party Committee and the provincial government should promote the construction, operation and management of environmental infrastructure as a whole, strengthen the construction of centralized sewage treatment facilities in key industrial parks, vigorously promote the control of total phosphorus pollution in the Wujiang River and Qingshui River basins, and resolutely rectify illegal and illegal projects in environmentally sensitive areas such as nature reserves, scenic spots and drinking water sources. It is necessary to seriously investigate the responsibility according to discipline and law, and instruct the relevant departments to further investigate and clarify the responsibility for dereliction of duty, and to be serious, accurate and effective in accordance with relevant regulations.
The inspector stressed that the Guizhou Provincial Party Committee and the provincial government should study and formulate the rectification plan according to the feedback from the inspector and submit it to the State Council within 30 working days. The rectification plan and the implementation of rectification should be disclosed to the public in accordance with relevant regulations. The inspector group also sorted out the problem of accountability for ecological environmental damage found, which has been handed over to the Guizhou Provincial Party Committee and the provincial government for handling according to relevant regulations.
