In terms of improving services, transportation enterprises further improve online ticketing services, improve the environment and order of bus stops, and give priority to ensuring the travel of the elderly, the sick and the disabled. Trade unions at all levels are carrying out activities for migrant workers to return home safely. The "Warm Winter Action" organized by the Central Committee of the Communist Youth League also provides warm-hearted service for travelers.
Regarding the operation and supervision of market prices, Meng Wei pointed out that from the monitoring of some commodity prices, in January, the overall price of food rose slightly, the price of pig food and pig feed declined slightly, the price of steel fluctuated downward, the price of non-ferrous metals rose slightly, and the wholesale price of refined oil fell.
In January, the national 12358 price supervision platform accepted a total of 56499 price reports, complaints, consultations and letters and visits, an increase of 9.4% over the same period last year. Among them, there were 14,305 price reports and complaints, a year-on-year decrease of 2.7%; There were 41,926 price consultations, a year-on-year increase of 13.7%. Since the beginning of Spring Festival travel rush, the acceptance of price reports on transportation and parking charges has increased. In January, the top five industries in terms of platform acceptance were parking fees, transportation, commodity retail, property management and social services, and the number of reports received by online shopping industry decreased significantly, only 1,740, accounting for 4% of the total report acceptance.
Meng Wei said that in accordance with the Notice of the National Development and Reform Commission on Doing a Good Job in Market Price Supervision during the Spring Festival of New Year’s Day in 2018 and the requirements of special video teleconferences, the price authorities at all levels have formulated a work plan for market price supervision during the Spring Festival. In the next step, we will give full play to the role of the 12358 price supervision platform, further intensify market inspections and inspections in key areas, deal with price problems reflected by consumers in a timely manner, and effectively maintain the market price order during the holiday season. Focus on four aspects of work.
First, strengthen market monitoring, early warning, inspection and inspection. Focusing on the key points of people’s livelihood consumption during the Spring Festival and the hot spots of recent price fluctuations, we will strengthen law enforcement, focus on strengthening price supervision of daily necessities such as "vegetable basket" and "rice bag", heating and gas supply, catering, commercial retail, tourism and other areas related to people’s livelihood, pay close attention to market price fluctuations, and effectively regulate price order through timely interviews and reminders, so as to create a good price environment for the people to have a good holiday.
The second is to strengthen market price supervision in snow and ice disaster areas. Recently, the National Development and Reform Commission (NDRC) issued the Notice on Timely Putting Vegetables Reserved in Winter and Spring to Ensure Market Supply, and deployed relevant departments at all levels to do a good job in stabilizing vegetable prices during the Spring Festival, the "two sessions" and extreme weather. In view of the snow and ice disaster areas, the competent price departments at all levels are required to strengthen the supervision of the prices of fresh agricultural products such as fruits and vegetables, aquatic products, grain and oil, meat and eggs, and earnestly safeguard the market price order.
The third is to carry out special supervision and research on holiday market supervision. From January 31st to February 9th, the relevant departments of the National Development and Reform Commission conducted supervision and investigation on the market price supervision in six provinces and cities, including Jiangsu, Anhui, Hubei, Guangdong, Hainan and Chongqing, and conducted on-the-spot inspections on large-scale wholesale agricultural markets, shopping malls, supermarkets, shopping centers, train (bus) passenger stations, tourist attractions and other areas closely related to mass holiday consumption, and investigated the organization and implementation of price supervision in local holiday markets. Generally speaking, the main agricultural and sideline products and other necessities in the relevant places are adequately supplied, and the market price order is generally good.
The fourth is to establish a weekly system of market price supervision. In order to keep abreast of the price fluctuations in key areas of people’s livelihood during the holiday season, we have established a weekly system of market price supervision, focusing on the price fluctuations of food such as grain, oil, meat, poultry, eggs, vegetables, milk, salt, etc., requiring local price authorities to find the emerging and trending problems in the market operation in time, put forward suggestions on policies and measures, and report the hot spots of price reporting and major supervision measures every week.
In addition, regarding the construction of the social credit system, Meng Wei pointed out: First, the field of joint rewards and punishments has been further expanded. The National Development and Reform Commission, together with relevant departments, newly signed the Memorandum of Cooperation on Implementing Joint Incentives for Typical Enterprises in the Field of Transportation Engineering Construction and the Memorandum of Cooperation on Implementing Joint Incentives for Trustworthiness and Joint Punishment for Breach of Trust for Relevant Subjects in the Field of Charity Donation. Up to now, 5 memorandums of joint encouragement for trustworthiness and 30 memorandums of joint punishment for dishonesty have been signed.
Second, the second batch of blacklists of serious untrustworthy enterprises in the field of e-commerce was released. Through the public information database such as the national credit information sharing platform, the second batch of blacklists of enterprises with serious dishonesty in the field of e-commerce was screened and determined, with a total of 270 untrustworthy subjects, involving five types of dishonesty behaviors, such as intellectual property infringement, contract disputes, pyramid schemes, counterfeiting and selling, and false trading of fraudulent letters. They were published on the website of "Credit China" on February 1, and were pushed to all localities through the national credit information sharing platform to carry out special treatment of dishonesty in the field of e-commerce.
Regarding the operation of electricity, Meng Wei said that with the approach of the Spring Festival, the national electricity consumption is gradually declining. According to departmental data, the national daily power generation on February 9 was 17.49 billion kWh, which was 1.86 billion kWh lower than the average daily power generation in January. According to the forecast of the meteorological department, during the Spring Festival, the average temperature in most parts of the north is close to the same period of the year, and the temperature in the south is close to the same period of the year or slightly higher. In addition, the industrial production is reduced during the holiday period, and the power load may further decline, and the power supply and demand are generally balanced. The National Development and Reform Commission will closely follow the changes in power demand, make a good emergency plan for power, and make every effort to ensure the safe and reliable supply of power during the Spring Festival.
