At 7: 34 on August 2, 2014, a particularly serious aluminum dust explosion occurred in the second polishing workshop of Kunshan Zhongrong Metal Products Co., Ltd., located in Kunshan Economic and Technological Development Zone, Kunshan City, Suzhou City, Jiangsu Province, killing 75 people and injuring 185 others that day. According to the 30-day reporting period after the accident stipulated in the Regulations on Reporting, Investigation and Handling of Production Safety Accidents, 97 people died and 163 people were injured (after the accident reporting period, 49 people died one after another and 95 injured people were treated in hospital, and their condition was basically stable), and the direct economic loss was 351 million yuan.
It was found that the direct cause of the accident was that the dust removal system in the accident workshop was not cleaned according to the regulations for a long time, and aluminum dust gathered. After the fan of the dust removal system is turned on, the high-temperature particles generated in the grinding process form a dust cloud above the dust collection barrel. The dust collecting barrel of No.1 dust collector was rusted and damaged, and the aluminum powder in the barrel was affected with moisture, which caused an exothermic oxidation reaction, reaching the ignition temperature of dust cloud, causing a series of explosions in the dust collecting system and workshop. Because there is no explosion relief device, the high-temperature gas and combustion products generated by the explosion are instantly ejected from each dust suction port through the dust removal pipeline, which leads to the direct explosion impact on the operators at all stations in the whole workshop, resulting in mass deaths and injuries.
The management reasons are: Zhongrong Company ignored the national laws and illegally organized project construction and production; Suzhou City, Kunshan City and Kunshan Development Zone have not paid enough attention to safety production, failed to implement the responsibility of safety supervision, and neglected Zhongrong Company’s violation of national laws and regulations on safety production and ineffective management of long-standing safety hazards; The relevant departments responsible for the supervision and administration of production safety did not perform their duties seriously, the examination and approval was not strict, the supervision and inspection were not in place, and the special governance work was not in-depth and not implemented; Jiangsu Huai ‘an Architectural Design and Research Institute, Nanjing University of Technology, Jiangsu Laibo Environmental Detection Technology Co., Ltd. and Kunshan Lingzheng Electromechanical Environmental Protection Equipment Co., Ltd. and other units have carried out architectural design, safety evaluation, dust detection and dust removal system transformation in violation of laws and regulations.
