Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the Supreme Leader as the core has focused on the overall situation of economic and social development and the new changes in population development, made a strategic plan to gradually improve the birth policy and promote the long-term balanced development of the population, and successively implemented the two-child policy and the the universal two-child policy, and achieved positive results.
In recent years, new changes have taken place in the population situation of our country. The fertility level is declining year by year, and the population growth rate continues to slow down. The people have encountered practical difficulties in fertility, parenting and education, especially affected by the COVID-19 epidemic, and the population situation is more complicated. General Secretary of the Supreme Leader has given important instructions for many times, stressing that population development is a major issue related to the development of the Chinese nation, and demanding that the research on the birth policy and population development trend be deepened, the population development strategy be improved, and the birth policy be gradually improved according to the changing situation of China’s population development. The Fifth Plenary Session of the 19th CPC Central Committee proposed to implement the national strategy of actively responding to the aging population, optimize the birth policy and enhance the inclusiveness of the birth policy, and made a series of arrangements in the 14th Five-Year Plan.
