Since the beginning of the year, discipline inspection and supervision organs at all levels in the city have thoroughly implemented the decisions and arrangements of the Municipal Party Committee on work style rectification, and have seriously investigated and dealt with a number of corruption cases that affect and damage the development environment. Nine of them are now reported as follows:
First, the case of abuse of power by Zhang Yuxiang, the former director of the Taxi Management Office of the Municipal Transportation Bureau
After investigation, in October 2014, in the work of cleaning up economic entities of the Municipal Transportation Bureau, Yang, a legal person of the Golden Eagle Company affiliated to the Taxi Management Office, lied that the Golden Eagle Company had no state-owned investment in the Management Office, and concealed the vehicles, creditor’s rights and other assets purchased by the Golden Eagle Company. Zhang Yuxiang failed to audit the assets of the Golden Eagle Company and check the assets according to regulations, and decided to decouple the Golden Eagle Company from the Management Office, causing economic losses to the state 600,000 yuan. In September 2017, Zhang Yuxiang was **** and expelled from public office, and transferred to judicial organs for processing according to law.
Second, the case of abuse of power by four people, including Wang Hongsheng, the former captain of the Municipal Transportation Administrative Comprehensive Law Enforcement Detachment
After investigation, since October 2013, Wang Hongsheng and Li Lun, the former political commissar of the detachment, were entrusted by many people to take care of the illegal operation personnel, and Xu Wenping, the former head of the legal department of the detachment, was assigned to reduce the fines for the illegal operation personnel on many occasions, causing economic losses to the state 335,000 yuan. In May 2017, Xiao Minghu, the former deputy researcher of the detachment, was entrusted by others to provide care for the illegal operation of social personnel Li and others in Haxi. After learning that the Municipal Public Security Bureau was about to take an arrest action against the illegal operation personnel, he tipped off the alleged offender Li. From August to September 2017, Wang Hongsheng, Li Lun, Xu Wenping and Xiao Minghu were **** and expelled from public office respectively, and were transferred to judicial organs for handling according to law.
III. Abuse of power by four people, including Li Xuqiu, former deputy director of the five branches of the Internal Revenue Bureau in Shuangcheng District
After investigation, in June 2012, Li Xuqiu and Li Shujie, the former deputy director of the five branches of the Internal Revenue Bureau of Shuangcheng District, illegally approved the increase in the share of a company’s VAT invoices; Mu Yonggang, the former deputy director of the Lanling Branch of the Internal Revenue Bureau of Shuangcheng District, and Wang Qi, the former deputy director of the Income Accounting Section of the Internal Revenue Bureau of Shuangcheng District, agreed to the company’s approval to the Internal Revenue Bureau of Shuangcheng District without authorization, resulting in the company’s false VAT invoices, causing economic losses to the country 3 million yuan. In September 2017, Li Xuqiu, Li Shujie, Mu Yonggang, and Wang Qi were respectively **** and expelled from public office. Li Xuqiu was sentenced to three years in prison and suspended for four years; Li Shujie, Mu Yonggang, and Wang Qi were sentenced to three years and six months in prison according to law.
IV. Abuse of power by Liu Bo, former director of Renli Police Station, Daowai Branch of the Municipal Public Security Bureau
After investigation, in January 2016, Liu Bo took the method of "fishing law enforcement", arrested three drug addicts, collected 56,000 yuan in the name of fine and then released the three people privately. Liu Bo received 39,200 yuan. In January 2017, Liu Bo was **** and expelled from public office, and transferred to judicial organs for processing according to law.
V. The case of dereliction of duty by Teng Xiaofei, former director of Haxi Real Estate Trading Management Office, and Wang Liang, a clerk
After investigation, in June 2017, when Nie and Wang were handling a real estate transaction in Shengshi Taoyuan Community, Zixing Street, Nangang District, they asked Zhao, an intermediary, to handle the transaction formalities. Zhao asked Nie and Wang to falsely fill in the real estate transaction amount of 640,000 yuan on the house sale and purchase agreement as 350,000 yuan. Teng Xiaofei and Wang Liang agreed to handle the housing ownership registration of the property after Wang Liang’s review and Teng Xiaofei’s approval, which caused economic losses to the country of 84,000 yuan. In October 2017, Teng Xiaofei was placed on probation and dismissed from the party, and was demoted to the position of a clerk; Wang Liang was severely warned by the party.
The case of Wang Zhifu, former director of the Public Service Center of Liuhe Town, Mulan County, taking out the minimum insurance payment
After investigation, from January to March 2016, Wang Zhifu took advantage of his position and used his own and borrowed 36 ID cards to open 37 deposit accounts in rural credit cooperatives and take 413,000 yuan of minimum insurance. In March 2017, Wang Zhifu was **** and dismissed from public office. He was sentenced to three years in prison and fined 200,000 yuan.
The case of abuse of power by Yu Longfei, former director of the Livestock and Poultry Slaughter Management Institute of the Commercial Grain Bureau of Mulan County
After investigation, from 2008 to 2013, in the harmless treatment of diseased pigs, Yu Longfei knew that the enterprises within the jurisdiction had falsely reported the number of diseased pigs, defrauded the national special project subsidy, did not stop or verify, and falsely reported with the enterprises, resulting in the national diseased pig special project subsidy being falsely claimed, causing economic losses of 443,000 yuan to the country. In April 2017, Yu Longfei was placed on probation and reduced his retirement treatment. He was sentenced to abuse of power according to law and was exempted from criminal punishment.
Lv Jingyan, former director of Kangjin Housing Management Office of Hulan District Real Estate Bureau, dereliction of duty
After investigation, in October 2011, without the approval of the state-owned assets supervision department and the higher authorities, Lv Jingyan handled the transfer registration for the ownership of the real estate of the Hulan grain depot, which caused economic losses of 600,000 yuan to the state. In August 2017, Lv Jingyan was placed on probation and administrative dismissal, and was sentenced to dereliction of duty according to law and exempted from criminal punishment.
IX. Gao Junfa, former secretary of the Party Branch of Tongle Village, Jiangwan Town, Yilan County, defrauded the subsidy for the renovation of dangerous houses
After investigation, from 2012 to May 2013, Gao Junfa was in charge of the renovation of dangerous houses in Tongle Village, and took deceptive means to report the farmers who did not meet the application subsidy standards, defrauded the national renovation subsidy fund for dangerous houses 90,000 yuan, and took 38,500 yuan as his own. In March 2017, Gao Junfa was punished by **** and was sentenced to one year in prison and suspended for one year according to law.
The above 9 cases have seriously affected the image of the party and the government, seriously damaged the development environment, and seriously damaged the relationship between the party and the masses. The lessons are very profound. Party organizations and party members and cadres at all levels in the city must take the case as a lesson and learn from it.
One of the revelations is that strengthening ideals and beliefs is a compulsory course for party members and cadres.
Ideals and beliefs are the "calcium" of the spirit of the Communist Party. If one inch is loose in thought, one foot will be biased in action. The reason why Zhang Yuxiang and others took the road of violating discipline and law is because of the lack of ideals and beliefs, the loosening of the ideological defense line, and the forgetting of the nature and purpose of the party, which eventually led to the loss of the "bottom line".
Zhang Yuxiang said in his confession: "The reason why I made such a serious mistake was rooted in my thinking. I relaxed the transformation of the subjective world and lacked’calcium ‘in my thinking, so I developed’chondrosis’. My actions not only had a huge impact on my personal image and reputation, but also had a significant negative impact on the reputation of the unit. I feel very ashamed and ashamed. I am sorry for the years of education and training of the party organization."
Every party member and cadre must turn on the "master switch" of world outlook, outlook on life, and values, strengthen their ideals and beliefs, continuously strengthen the "four consciousnesses", and always stand firm on their political stance. Only by stabilizing the "ballast stone" of ideals and beliefs can they withstand various risks and difficulties, consciously resist the erosion of various decadent ideas, and always maintain the political character of Communists.
The second revelation is that maintaining political resolve is the ideological cornerstone of preventing corruption.
Political determination is the key to party members and cadres to be strict with themselves, and it is the "fixed star" to resist temptation. It is precisely because of their lack of political determination that Wang Zhifu, Gao Junfa and others were lucky and broke the "bottom line" in the face of temptation, hit the "red line", and finally could only accept legal sanctions.

The third revelation is that strengthening the concept of discipline is a solid dam for honest politics.
The weak concept of party discipline and state law is one of the important reasons for corruption. As party members and cadres, Li Xuqiu, Liu Bo, Teng Xiaofei, Yu Longfei, Lv Jingyan and others should abide by the law, but they have abused their power and neglected their duties. For every party member and cadre, reverence for party discipline and state law is the basic premise, conscious compliance with the law is the basic obligation, and strict compliance with the law is the basic requirement. Fourth, strengthening power supervision is a key step in preventing corruption.
Unchecked and unsupervised power inevitably breeds corruption. Wang Hongsheng, Li Lun, Xu Wenping, Xiao Minghu and others hold the law enforcement power over operating vehicles, but abuse their power, accept good treatment fees, and act as "umbrella companies", resulting in the proliferation of "black cars", which seriously infringes on the interests of the masses and undermines the level playing field of the taxi passenger transport market.
"After becoming the political commissar of the detachment, the power increased, and more people asked me to do things, and this law enforcement power lacked effective restrictions and supervision, so they relaxed their vigilance and took care of all intercession. The gifts given by others were accepted, and the money was also accepted. Reflecting on my own problems, I was ashamed to face the organization and leadership without face."
All departments at all levels in the city must strengthen the restriction and supervision of the operation of power, so that if you have power, you must have responsibilities, if you have responsibilities, if you use your power, you must be supervised, and if you fail, you must be held accountable. Party members and leading cadres at all levels must always keep a clear head, use power fairly, be honest and self-sufficient, consciously accept supervision, hold the "bottom line", do not cross the "red line", serve the people wholeheartedly, and always maintain the true character of the people’s public servants.
The fifth revelation is that it is the fundamental guarantee to strengthen the style of work.
The main leaders of some units do not dare to touch hard, and do not dare to strictly control unhealthy practices, and the problem of violations of laws and disciplines will form a broken window effect. Wang Hongsheng, as the "first-in-command" of the municipal traffic administrative comprehensive law enforcement detachment, is seriously irresponsible and derelict of duty. As a result, many law enforcement detachments act as "umbrella companies" for illegal operations and receive good treatment fees, resulting in *****.
