Manufacturing industry is an important pillar of Inner Mongolia’s industrial economy and the main position to promote industrial transformation and upgrading. At present, Inner Mongolia is in an extremely difficult and important transition period, facing outstanding problems such as insufficient development of manufacturing industry, low level of modernization of industrial chain and supply chain, reliance on energy for industrial structure, and sluggish development of intelligence. In order to implement the spirit of the 11th Party Congress of the autonomous region, accelerate the development of high-end, intelligent and green manufacturing industry, and promote the overall optimization of industrial structure, combined with the actual situation of the autonomous region, we hereby put forward the following opinions.

I. General requirements

Guided by Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, we will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, fully implement the spirit of the important instructions given by the General Secretary of the Supreme Leader to Inner Mongolia, fully, accurately and comprehensively implement the new development concept, deepen the structural reform on the supply side, go all out to adjust the structure, transfer functions and improve quality, and solidly promote the high-end, intelligent and green green processing of green agricultural and livestock products, modern equipment manufacturing, new chemicals, new materials and biomedical industries.

By 2025, the following goals should be achieved:

-Remarkable achievements have been made in high-end development, with the manufacturing industry accounting for more than the energy industry, the output value of modern equipment manufacturing accounting for about 10% of the industrial output value, and the output value of new materials accounting for about 13% of the industrial output value, so as to build four advanced manufacturing clusters of green agricultural and livestock products processing, modern equipment manufacturing, new chemicals, new materials and biomedicine.

-New breakthroughs have been made in industrial intelligent upgrading and digital empowerment. The digitization rate of production equipment of industrial enterprises above designated size has reached 60%, the numerical control rate of key processes has reached 68%, the penetration rate of industrial Internet platforms has reached 45%, and all industrial parks have been built into smart parks.

-the level of green and low-carbon development has been significantly improved, and energy saving in the manufacturing sector has reached 500.More than 10,000 tons of standard coal, the production capacity ratio of key industries whose energy consumption per unit product reaches the benchmark level exceeds 30%, and the water consumption per 10,000 yuan of industrial added value decreases by 13% compared with 2020.

Second, promote the development of high-end industries

Conscientiously implement the requirements of the Supreme Leader’s General Secretary to "make every effort to transfer the structure, function and quality", cultivate advanced manufacturing clusters such as green agricultural and livestock product processing, modern equipment manufacturing, new chemicals, new materials and biomedicine with high standards, promote the industrial chain to extend downstream, the value chain to climb to the middle and high end, and improve the modernization level of the industrial chain supply chain.

(1) Cultivate green agricultural and livestock products processing industrial clusters. Focusing on the construction of agricultural and livestock products production bases, we will focus on developing industries such as milk, meat, cashmere, corn and potato processing. By 2025, the output value of green agricultural and livestock products processing industry will reach 400 billion yuan, and the processing conversion rate of major agricultural and livestock products will reach 80%. In terms of dairy processing, a number of fresh milk processing projects are concentrated in Nenjiang, Xiliaohe and Yellow River basins, Hulunbeier, Xilingol grassland and other advantageous milk source areas to ensure that all fresh milk is processed and transformed on the spot. In meat processing, support leading brand enterprises to integrate small and medium-sized meat processing enterprises, cultivate large-scale processing enterprises, improve industrial concentration and enhance the influence of regional brands. In cashmere processing, the upstream and downstream enterprises such as cashmere acquisition, carding, spinning and knitting in the region will be promoted to form a regional linkage and complementary development pattern; Improve the local standard system of cashmere products, develop personalized customization, and promote the design innovation and product innovation of cashmere products. In terms of corn processing, we will focus on the layout of corn processing projects in Hulunbeier, Xing ‘an League, Tongliao and other regions to create an industrial chain of "corn planting-corn starch-starch derivatives-comprehensive utilization of by-products". In terms of potato processing, we will focus on potato processing projects in Hulunbeier, Chifeng, Wulanchabu and other major potato producing areas to improve local processing capacity; Support Wulanchabu to build the brand of "China Potato Capital".

(2) Cultivate modern equipment manufacturing industrial clusters. Focus on the development of new energy equipment manufacturing and new energy automobile manufacturing, and form a new engine to promote the development of manufacturing industry. In terms of new energy equipment manufacturing, around the construction of wind power projects, moderately develop wind power machine manufacturing, focus on developing core supporting parts such as blades, generators, wheels, bearings and control systems, improve the supporting capacity of parts, and build an industrial chain of "wind turbine manufacturing-supporting parts-equipment maintenance-wind power base"; Focusing on meeting the needs of photovoltaic power plant construction, support existing monocrystalline silicon and polycrystalline silicon production enterprises to develop solar cell module products, and introduce battery sheets, photovoltaic glass (panels and backboards), EVA film, inverters and wind-solar complementary equipment manufacturing projects to form an industrial chain of "photovoltaic materials-battery modules-photovoltaic power plants"; Relying on rich energy resources and hydrogen energy application scenarios, we will develop industries such as electrolytic water hydrogen production and industrial by-product hydrogen purification equipment manufacturing, hydrogen energy storage and transportation equipment manufacturing, and hydrogen fuel cell manufacturing to achieve new breakthroughs in hydrogen energy equipment manufacturing; Relying on the industrial bases such as anode and cathode materials of lithium-ion batteries, ultra-high power graphite electrodes and diaphragms, we will focus on developing the manufacturing industry of energy storage batteries and energy storage control systems. By 2025, wind power equipment will basically meet the needs of the region, and the manufacturing of photovoltaic equipment, hydrogen energy equipment and energy storage equipment will achieve a historic breakthrough, and the output value of new energy equipment manufacturing will exceed 100 billion yuan. In terms of new energy vehicle manufacturing, we will focus on replacing traditional fuel trucks with electric heavy trucks, speed up the release of new energy vehicle production capacity, and focus on the layout of supporting parts and components projects in areas such as Hubao and Hubei.Create a whole industrial chain of new energy vehicles covering the development and manufacture of power batteries, motors, electronic control systems, powertrains, supporting parts and complete vehicles, and build an important regional new energy vehicle production base; Make overall plans, moderately advance, and accelerate the improvement of charging and hydrogenation infrastructure. By 2025, the production capacity of new energy vehicles in the whole region will reach 100,000, and the capacity utilization rate of new energy vehicles will increase to over 40%.

(3) Cultivate new chemical industry clusters. Focus on the development of modern coal chemical industry and fine chemical industry. By 2025, the output value of modern coal chemical industry and fine chemical industry will exceed 200 billion yuan, accounting for more than 50% of the chemical industry. In terms of modern coal chemical industry, accelerate the construction of Erdos National Modern Coal Chemical Industry Demonstration Zone, moderately expand the scale of modern coal chemical industry around the national strategic needs, vigorously develop high-end polyolefin, engineering plastics, high-performance fiber, high-quality paraffin, high-grade lubricating oil, nitrile rubber and other high-value-added products, promote the centralized gathering of industries in chemical parks, and build a green, refined and circular modern coal chemical industry cluster. In terms of fine chemicals, strictly control the scale of upstream industries such as coking and chlor-alkali chemicals, promote the transformation and upgrading of traditional chemical industries, accelerate the development of deep processing projects, build the whole industrial chain of coal coke chemicals and chlor-alkali chemicals, and vigorously develop fine chemicals such as pharmaceuticals, pesticides and dyes; Vigorously develop fluorosilicone chemical industry, focus on the layout of high-end fluorosilicone demonstration projects in Baotou and Wulanchabu, promote the extension to fluorosilicone resin, silicone, functional membrane materials and other new fluorosilicone materials, and improve the level of in-situ transformation and value-added.

(4) Cultivate industrial clusters of new materials. Focus on the development of advanced metal materials, new rare earth materials, advanced silicon materials, advanced building materials and non-metallic mineral materials, advanced carbon materials and advanced polymer materials. By 2025, the industrial output value of new materials (including aluminum post-processing and copper post-processing) will exceed 300 billion yuan. In terms of advanced metal materials, we will expand the scale of advanced steel materials and non-ferrous metal materials, and focus on developing high-value-added products such as high-performance plates, high-performance pipes, advanced rail transit materials and high-performance aluminum (copper) materials to meet the development needs of rail transit, aerospace, electronic information and other industries. With regard to new rare earth materials, relying on innovative resources such as the National Innovation Center for Rare Earth Functional Materials in the Autonomous Region, we will accelerate the research and development of key technologies and the transformation of achievements, vigorously develop high-end rare earth functional materials such as permanent magnets, hydrogen storage, catalysis and additives, form an industrial chain of "rare earth resources-smelting separation-functional materials-application products", and build the largest rare earth functional material base and the leading rare earth application base in China. By 2025, the conversion rate of rare earth in-situ processing will reach over 80%. In terms of advanced silicon materials, polysilicon, monocrystalline silicon and silicone enterprises are encouraged to extend the industrial chain and develop downstream large-size chips and electronic-grade crystalline silicon high-performance silicone series products. In terms of advanced building materials and non-metallic mineral materials, we will give full play to the characteristics and advantages of new building materials in Inner Mongolia, and focus on developing special glass, high-end coal-series kaolin and new ceramic materials industries. In terms of advanced carbon materials, optimize the layout of advanced carbon materials industries such as graphite (olefin), carbon fiber and composite carbon materials.Develop high value-added products such as ultra-high power graphite electrode, negative electrode material of lithium ion battery, special carbon material, carbon fiber, glass fiber, graphene powder and film. In terms of advanced polymer materials, we will promote the extension and coupling of chemical intermediate products and develop high-performance resins, high-end functional films, degradable plastics and other materials.

(5) Cultivating biomedical industrial clusters. Focus on the development of biological agents (veterinary vaccines), raw materials and chemical drugs, and traditional Chinese medicine (Mongolian medicine). By 2025, the output value of biomedical industry will reach 35 billion yuan. Biological agents (veterinary vaccines), relying on the National Engineering Laboratory of Veterinary Vaccines and the Veterinary Vaccine Innovation Center, expand the supply capacity of vaccines such as foot-and-mouth disease and Brucella, and develop a series of pet vaccines; Develop urgently needed vaccines such as African swine fever and bovine sarcoidosis, and support Hohhot to build a world-leading veterinary vaccine research and development production base. In terms of APIs and chemicals, relying on the industrial base of APIs, we will promote the extension of APIs to downstream pharmaceutical preparations, increase the types and scale of downstream products of APIs such as vitamins, and develop green biological pesticides and veterinary drugs such as spinosad and anthelmintics. In terms of traditional Chinese medicine (Mongolian medicine), relying on the natural resources of genuine medicinal materials, we will vigorously develop the traditional Chinese medicine (Mongolian medicine) industry and build an industrial chain of "genuine medicinal materials-primary processing of medicinal materials-decoction pieces, formula granules-traditional Chinese medicine Mongolian medicine preparations" to realize the local processing and transformation of all genuine medicinal materials.

Third, promote the development of industrial intelligence

Conscientiously implement the requirements of the Supreme Leader General Secretary to "promote the deep integration of the Internet, big data and artificial intelligence with the real economy", accelerate the improvement of new infrastructure, and vigorously promote the application of next-generation information technologies such as 5G technology and big data in smart parks, industrial Internet, smart factories and smart mines, and promote the digital transformation and intelligent upgrading of industries.

(1) Improve the information infrastructure. Accelerate the construction of "double Gigabit" networks, continue to promote the construction of 5G base stations and "Gigabit optical network" cities, and by 2025, realize the effective coverage of 5G signals in Union cities, counties (cities, districts), Sumu townships, industrial parks and large industrial and mining enterprises. Build a national computing hub node and promote the realization of "East Counting and West Counting". Optimize the layout of data infrastructure, and by 2025, the installed data capacity will exceed 3 million units.

(2) Building a smart park. Focusing on the industrial park and supported by the new generation of information technology, we will build an intelligent management and control platform in the park to realize the agile collection, transmission, storage, analysis and intelligent response of key data such as production, environmental protection, safety, energy consumption and logistics of enterprises in the park. Plan to build a smart industrial monitoring platform in the autonomous region to realize integrated and panoramic management of enterprise operation, project construction, energy consumption control and pollution monitoring in the industrial park.

(3) Building an industrial Internet platform. It is planned to build an Internet platform for energy industry in the autonomous region, and build regional, industrial and enterprise-level industrial Internet platforms in the fields of chemical industry, metallurgy, building materials, modern equipment manufacturing, green agricultural and livestock products processing and emerging industries. Taking leading enterprises as the main body, we will build a comprehensive secondary node of national industrial Internet logo analysis in Inner Mongolia, and carry out application innovation based on logo service. In-depth promotion of enterprises’ cloud-boarding actions, focusing on the digital network transformation of upstream and downstream enterprises in the industrial chain’s cloud-boarding platform and key equipment. By 2025, the penetration rate of industrial Internet platforms will reach 45%.

(4) Building smart factories. Promote enterprises to adopt digital technologies such as intelligent equipment, automation technology and automatic identification technology to build digital workshops. Encourage backbone enterprises to use the new generation of information technology to build smart factories. Implement "machine substitution" in ferroalloy, calcium carbide, civil explosion and other industries. We will further promote the "integration of industrialization and informatization", carry out the digital transformation diagnosis of enterprises, and promote the "integration of industrialization and informatization" of industrial enterprises above designated size to achieve the standard. By 2025, the digitization rate of production equipment of industrial enterprises above designated size will reach 60%, and the numerical control rate of key processes will reach 68%.

(5) Building smart mines. Focus on building 5G+ unmanned and 5G+ unmanned mining demonstration projects under different conditions, scenarios and modes in large open-pit coal mines and underground coal mines, and listing a number of 5G+ intelligent coal mine demonstration bases. By 2025, all mining vehicles in key open-pit coal mines will be unmanned, and all mining faces and heading faces in Jinggong coal mine will be intelligently operated.

Fourth, promote the green development of the industry

Conscientiously implement the requirements of "ecological priority and green development" of the Supreme Leader General Secretary, strictly control the increment of "two highs", speed up the withdrawal of excess and inefficient production capacity, strengthen the energy-saving and water-saving transformation of industrial projects, strengthen the intensive use of land in the park, create a low-carbon and zero-carbon demonstration park, and promote the green transformation of the industry.

(1) Strictly control the scale of "two high" industries. Strictly control the new production capacity of the "two high" industries, and in principle, no new production capacity projects in the "two high" industries such as steel, ferroalloy, cement, coke, calcium carbide, PVC and ordinary flat glass will be approved except for projects under construction and completed capacity replacement projects. Strict "two high" project access, new "two high" project technology and equipment must reach the domestic advanced level, energy efficiency level must reach the national benchmark level, industrial water benchmark national advanced level.

(two) to speed up the implementation of energy-saving and water-saving technological transformation. Intensify energy-saving technological transformation of enterprises, and comprehensively implement energy-saving technological transformation for key energy-using enterprises whose annual energy consumption is more than 5,000 tons of standard coal in steel, electrolytic aluminum, cement, chemical industry, building materials, calcium carbide, PVC, ferroalloy and other industries, and the unit energy consumption is not up to the advanced level of the industry. Adhere to the fixed production with water, increase the intensity of water-saving transformation of enterprises, comprehensively carry out water-saving technological transformation in high water-consuming industries such as steel, nonferrous metals, chemicals, building materials, food and fermentation, and build a number of water-saving enterprises and water-saving benchmark enterprises.

(3) Building a number of low-carbon and zero-carbon demonstration parks. We will implement the renewable energy substitution action in the park, pilot the construction of a number of low-carbon demonstration parks and zero-carbon demonstration parks in industrial parks with relatively concentrated electricity load and independent peak shaving capacity, encourage qualified industrial parks to carry out low-carbon and zero-carbon transformation, and build a green development model and development pattern of the park. By 2025, the proportion of new energy consumption in low-carbon and zero-carbon demonstration parks will reach 50% and 80% respectively.

Five, improve the safeguard measures

(1) Strengthen organizational leadership. All league cities should deeply understand the importance, urgency and arduousness of industrial transformation and development, earnestly assume the main responsibility, clarify the division of tasks, establish incentive mechanisms and assessment mechanisms, and comprehensively implement them. At the level of the autonomous region, it is necessary to formulate the main points of work in different years, refine the annual objectives and tasks, strengthen supervision and supervision, and ensure that all tasks are implemented. Relevant departments of the autonomous region should formulate policies and measures to support the high-end, intelligent and green development of manufacturing industry according to their respective functions. Each union city should formulate corresponding implementation opinions and supporting plans in light of the actual situation in the region.

(2) Strengthen financial support. Further increase financial support, substantially increase financial investment, expand the scale of special funds for the development of key industries and industrial parks, and increase support for key projects. Further increase the scale of guiding funds for the development of key industries in the autonomous region and promote the establishment of new energy equipment manufacturing development funds. Encourage qualified areas to set up special funds and funds for the development of small and medium-sized enterprises. Strengthen the integration of production and operation, regularly introduce key projects to financial institutions, and give discount loans to qualified key projects.

(3) Strengthening the capacity building of technological innovation. Support the construction of various enterprise-led technological innovation platforms such as manufacturing innovation centers, key laboratories, technological innovation centers, enterprise technology centers, and industrial design centers. Set up a number of manufacturing innovation centers in advantageous areas, support the industrial application of major technological innovations, support enterprises to participate in the formulation of international and national (industry) standards, and continue to provide insurance compensation for the first set of technical equipment, the first batch of key components (times) and the first batch of new materials (times). We will implement the "specialized and innovative" small and medium-sized enterprise cultivation project and carry out the "double multiplication" action of high-tech enterprises and high-tech small and medium-sized enterprises.

(4) Vigorously optimize the business environment. Carry out regional assessment, notification and commitment system and departmental assistance system, and minimize the time limit for pre-project procedures. Smooth the channels to reflect the demands of enterprises, promote the solution of problems such as imperfect project commencement procedures, inadequate policy implementation, inadequate commitment fulfillment, difficult and expensive financing, and labor demand, and create a good environment for enterprise development.

The use of high-tech products, equipment and processes recognized by the relevant departments of the CMC will increase by 5% on the basis of the original reward standard; For enterprises that use the first set of technologies, products, equipment and processes recognized by the relevant departments of the CMC, the original reward standard will be increased by 10%.

　　(two) water pollution prevention and environmental protection technical transformation projects

　　Encourage enterprises to implement advanced industrial sewage treatment, sewage recycling, temporary sewage treatment facilities and other projects.

　　1. In-depth treatment of industrial sewage, enterprises involved in industrial sewage discharge are encouraged to improve the level of wastewater pollution prevention and control by upgrading the wastewater treatment process, so as to further reduce the discharge of water pollutants.

　　3. Temporary sewage treatment facilities refer to the sewage treatment facilities temporarily built by the Economic Development Zone Management Committee to solve key environmental problems in the Economic Development Zone.

　　(3) Deep treatment project of gas boiler

　　Encourage enterprises and institutions to carry out in-depth treatment of gas boilers and implement ultra-low nitrogen transformation. For gas-fired boilers built before March 31st, 2017, it is supported to effectively reduce the emission concentration of nitrogen oxides by replacing the boilers as a whole. If the concentration of nitrogen oxides is stable within 30mg/m3 after transformation, the specific indicators shall meet the relevant provisions in the Acceptance Requirements for Low Nitrogen Transformation of Gas-fired Boilers in Beijing. In principle, the above-mentioned projects will be rewarded according to the actual payment amount (excluding tax), in which the reward ratio of general enterprises and institutions is 50%, and the use of high-tech products, equipment and processes recognized by relevant departments of the CMC will be increased by 5% on the basis of the original reward standard; For enterprises that use the first set of technologies, products, equipment and processes recognized by the relevant departments of the CMC, the original reward standard will be increased by 10%. The reward ratio of the difference budget allocation unit is 50%, and the reward ratio of the full budget allocation unit is 100%.

　　(4) Environmental protection online monitoring projects

　　Encourage enterprises to install online monitoring of sewage or waste gas pollutants (excluding online monitoring of catering waste gas), and if they pass the acceptance and are networked with the monitoring platform of the competent administrative department of environmental protection (except for installing online monitoring equipment during the period of key pollutant discharge units), in principle, the above projects will be rewarded according to 30% of the actual payment amount (excluding tax). The use of high-tech products, equipment and processes recognized by the relevant departments of the CMC will increase by 5% on the basis of the original reward standard; For enterprises that use the first set of technologies, products, equipment and processes recognized by the relevant departments of the CMC, the original reward standard will be increased by 10%.

　　(five) the overall renovation project of catering waste gas efficient treatment facilities.

　　Encourage catering service units or individual industrial and commercial households built before January 1, 2019 to implement the overall replacement of compound high-efficiency fume purification facilities. In principle, the project shall be approved according to the exhaust air volume marked on the nameplate of the exhaust fan and fume purification equipment, and the minimum value between the two shall be taken, and 2 yuan shall be rewarded for every 1m3/h air volume.

　　(six) transformation and upgrading projects of sewage enterprises

　　Encourage key VOCs emission enterprises (enterprises with an annual VOCs emission of not less than 0.1 tons) to withdraw from Beijing as a whole or shut down the pollution link and withdraw from Beijing, which is in line with the policy of industrial structure adjustment and transformation and upgrading in the Economic Development Zone, and has completed the cancellation of the business license of the enterprise or the dismantling of related production equipment. Support funds shall be linked to indicators such as pollutant emission reduction, and reward funds shall be determined in different grades according to pollutant emission reduction, with a range of 500-2.5 million yuan.

　　(seven) "no waste city" construction project

　　Enterprises are encouraged to carry out source reduction, comprehensive utilization or safe disposal of industrial solid waste, domestic waste, construction waste, kitchen waste, garden waste, urban sludge, abandoned resources and other solid wastes through optimized management, improved design, replacement of raw and auxiliary materials, process improvement, technical transformation or installation and upgrading of terminal treatment facilities, and give priority to supporting projects participating in the construction of "waste-free cities" in the Economic Development Zone, and in principle, according to the actual payment amount of the projects (excluding taxes). The specific reward criteria for each vehicle are as follows:

　　(sixteen) energy saving and carbon reduction projects.

　　Enterprises in the fields of industry, transportation, construction and service industries are encouraged to carry out energy-saving technological transformation on existing production processes and equipment. The project contents include but are not limited to energy-saving technological transformation such as compressed air system transformation, boiler (kiln) transformation, waste heat and pressure utilization, motor system energy saving, energy system optimization, comprehensive energy saving for large-scale public buildings, and energy saving for heating systems. According to the amount of energy saving, rewards will be given, including 600 yuan for saving every ton of standard coal for industrial projects and 800 yuan for saving every ton of standard coal for non-industrial projects. The project should be completed, and it has passed the final review of beijing municipal commission of development and reform and been publicized. This kind of project is a free-application and instant-enjoyment project.

　　(XVII) Distributed photovoltaic power generation projects

　　For distributed photovoltaic power generation projects, a one-time reward per kilowatt 800 yuan will be given according to the installed capacity. If the project is invested by a third party, the project investor and the site owner apply separately, each enjoying 50% of the incentive funds; If the owner of the site is a financial budget allocation unit, it shall be applied by the project investor, and the project investor shall enjoy the full reward funds.

　　For new energy heating projects that receive municipal subsidies, 10% of the project investment will be rewarded. 　　Encourage enterprises to participate in the green electricity trading in Beijing, and give financial rewards to enterprises that successfully purchase green electricity, with a reward of 0.01 yuan per kilowatt hour according to the traded electricity.

　　(twenty) energy saving and carbon reduction consulting projects.

　　Associations, alliances, consulting institutions and other consulting service units in Yizhuang New Town are encouraged to carry out technical consulting and planning services such as energy saving and carbon reduction, cleaner production, energy audit, carbon verification, carbon neutralization certification, and the consulting service units that carry out the above technical consulting and planning services for five or more municipal key energy-using units or carbon emission units in the region will be rewarded with 100,000 yuan every year.

　　(twenty-one) carbon neutral certification project

　　Encourage enterprises and parks to implement peak carbon dioxide emissions and carbon neutral actions, and realize net zero carbon emissions of enterprises, parks, some factories or workshops by implementing measures such as photovoltaic, wind power, ground source heat pump, carbon sink offset and green electricity and green certificate trading.

　　1. Give a one-time reward of 500,000 yuan to the regulated industrial enterprises that have obtained carbon neutrality certification for the first time, in which the actual power generation of self-built new energy facilities shall not be less than 10% of the power grid purchase.

　　2. Give a one-time reward of 500,000 yuan to non-industrial enterprises above designated size that have obtained carbon-neutral certification for the first time, in which the actual power generation of self-built new energy facilities should be no less than 10% of the power purchased by the power grid, and the annual power consumption of carbon-neutral is 4 million kWh and above.

　　3. Give a one-time reward of 500,000 yuan to the urban renewal park that has obtained carbon neutrality certification for the first time, and the actual power generation of self-built new energy facilities should be no less than 5% of the power grid purchase.

　　4. Give a one-time reward of 500,000 yuan to the key carbon emitting units that have obtained the carbon neutrality certification of some factories or workshops for the first time, in which the actual power generation of the self-built new energy facilities of the factories or workshops should be no less than 10% of the electricity purchased by the power grid, and the annual power consumption of the factories or workshops is 4 million kWh or more.

　　5. If the carbon-neutral certification project supported by the green development fund of the Economic Development Zone continues to obtain carbon-neutral certification according to the above requirements, a reward of 100,000 yuan will be given.

　　All reporting units need to be verified by qualified carbon emission verification enterprises (with ISO14064-1 organization greenhouse gas declaration verification qualification officially certified by China National Accreditation Committee for Conformity Assessment (CNAS)).

　　(twenty-two) key energy-using units energy-saving index assessment outstanding unit projects.

　　Units with excellent energy-saving and consumption-reducing indicators for key energy-using units in Yizhuang New City (this assessment is organized by the District Economic Development Bureau) will be given a one-time reward of 200,000 yuan, and such projects are free of application and enjoy immediately.

　　Third, the green building category

　　(XXIII) Green building projects

　　In order to effectively promote the green and low-carbon transformation in the construction field of the Economic Development Zone, district-level supporting awards will be given to projects that have won municipal awards, and district-level awards will be given to innovative demonstration projects in green buildings and building energy conservation.

　　1. In accordance with the Notice on Printing and Distributing the Interim Measures for the Management of Municipal Award Funds for Assembled Buildings, Green Buildings and Green Ecological Demonstration Zones in Beijing (J.J.F. [2020] No.4), the two-star and three-star green building projects that have won the municipal award for green buildings in Beijing will be given district-level supporting awards of 50 yuan/m2 and 80 yuan/m2 respectively according to the construction area, and the amount of individual projects will not exceed 5 million yuan.

　　2. According to the Detailed Rules for the Implementation of Beijing Green Building Development Incentive Fund Demonstration Project Management (Trial Implementation) (J.J.F. [2023] No.191), the projects that have won the municipal green building awards in Beijing will be given district-level supporting awards of no more than 60 yuan/m2 according to the ratio of 1: 1 of the municipal award funds, and the award amount of a single project will not exceed 5 million yuan. 　　(twenty-four) energy-saving green transformation projects of public buildings.

　　For public buildings with a single building area of 3,000 square meters or more, ordinary public buildings with an energy-saving rate of not less than 15% after energy-saving transformation, or large public buildings with an energy-saving rate of not less than 20%, district-level supporting awards of not more than 10 yuan/square meter shall be given to projects that have won municipal awards for energy-saving and green transformation of public buildings in Beijing (among which projects within 165 square kilometers shall be reported to the Beijing Municipal Commission of Housing and Urban-Rural Development after being audited by the Development Zone). For ordinary public buildings with an actual energy saving rate of more than 10% and less than 15% or large public buildings with an actual energy saving rate of more than 15% and less than 20%, you can apply for incentive funds according to the above criteria according to the converted area. The conversion area algorithm is as follows:

　　(twenty-five) demonstration projects such as ultra-low energy consumption buildings and near-zero energy consumption buildings.

　　In order to play a leading role through demonstration projects and promote the large-scale development of ultra-low energy-consumption buildings and near-zero energy-consumption buildings in Yizhuang New Town, for the municipal-level award projects of ultra-low energy-consumption buildings in Beijing, the district-level supporting awards shall be given at a ratio of 1: 0.5 of the municipal-level award funds, and the amount of awards for a single project shall not exceed 5 million yuan, which is a free-to-apply and instant-enjoy project.

　　(twenty-six) innovative demonstration projects in green buildings and building energy conservation.

　　For other demonstration projects with outstanding achievements or innovative achievements in the application of green building technology, obvious economic and environmental benefits and demonstration leading role, which can be applied in Yizhuang New City, experts can review them in the way of "one case, one discussion" according to the actual situation, taking into account the green energy-saving benefits and incremental investment of the project comprehensively, and reward them according to 20% of the actual payment amount of the project (excluding tax), and the reward amount of a single project does not exceed 5 million yuan. If you win the national or Beijing science and technology and innovation awards, a single project will be rewarded with another 500,000 yuan.

　　(twenty-seven) green site projects.

　　For the sites that have been awarded the title of "Beijing Green Safety Site" or "Beijing Green Safety Model Site" by the construction administrative department, and have not been punished by the relevant administrative departments due to environmental problems, and have not been notified in writing by the relevant administrative departments at or above the municipal level due to environmental problems, and have been completed, they can be rewarded with 100,000 yuan and 200,000 yuan respectively. Such projects are free to apply and enjoy.

Chapter II Scope and Conditions of Support

　　I. Scope of support

　　The supporting items (1) to (14) in the supporting contents of these Measures are applicable to the area of 60 square kilometers in the Economic Development Zone, and the remaining qualified supporting items (15) to (27) are applicable to the area of 225 square kilometers in Yizhuang New Town.

　　The applicants for supporting projects (1) to (14) should be legally registered, taxed and integrated within 60 square kilometers of the Economic Development Zone, and the applicants for other supporting projects (15) to (27) should be legally registered, taxed and integrated within 225 square kilometers of Yizhuang New Town.

　　Second, the support conditions

　　(1) All reporting entities shall register, pay taxes and join the system according to law within the scope of application as stipulated in the Measures.

　　(2) It has no record of major administrative punishment or criminal offence in the past three years, and has not been included in the list of subjects who have committed serious violations of law and trust, and no major production safety accidents or sudden environmental incidents have occurred.

　　(3) If the same project of the same unit meets the multiple support directions and other special support policies of the Economic Development Zone as stipulated in these Measures, it shall apply for support according to the principle of preferential treatment and non-repetition.

　　(4) This method is an ex post facto reward. In principle, the declared project progress must have been completed, and the actual payment amount including tax reaches more than 90% (inclusive) of the total investment of the tax-included project.

　　(five) the following projects are not included in the scope of support of green development funds:

　　1. The related projects in the direction of pollution prevention and control support belong to the "three simultaneities" project of environmental protection of construction projects.

　　2. Data center projects that have not received energy-saving review opinions.

　　3 the use of government financial funds to invest in construction projects.

　　(6) The specific application conditions shall be subject to the requirements in the application guide for each support direction.

Chapter III Supplementary Provisions

　　I. Sources of funds

　　The Economic Development Zone Management Committee has set up a "special fund for green development" to support the ecological environment protection and energy conservation and carbon reduction in the Economic Development Zone. The source of funds is the financial allocation of the Economic Development Zone, which is included in the budget management of the Economic Development Zone. A regional eco-environmental cooperation fund will be set up in the special fund for green development to support the pilot project of cross-regional cooperation between the Economic Development Zone and other districts in Beijing, which will be implemented through the transfer payment of government financial funds.

　　Second, the division of responsibilities

　　(1) The leading group for the management of green development funds in the Economic Development Zone conducts overall management of green development funds, determines the direction of the use of funds, and coordinates and solves major problems in the management and use of funds. The member units include the Economic Development Bureau of the Economic Development Zone, the Business Cooperation Bureau, the Science and Technology Innovation Bureau, the Financial Audit Bureau, the Development and Construction Bureau, the Urban Operation Bureau, the Administrative Examination and Approval Bureau, and the Government Service Center. The Office of the Leading Group for the Management of Green Development Funds consists of the Economic Development Zone Urban Operation Bureau, the Economic Development Bureau and the Development and Construction Bureau (hereinafter referred to as the "Leading Group").

　　(two) the green development funds shall be organized and coordinated by the Urban Operation Bureau, and shall be implemented by the competent departments in various fields. The Urban Operation Bureau is responsible for the policy formulation, project review and policy fulfillment of pollution prevention and control support direction, as well as the organization and implementation of regional eco-environmental cooperation funds; The Economic Development Bureau is responsible for the policy formulation, project review and policy implementation of energy saving and carbon reduction support direction; Development and Construction Bureau is responsible for the policy formulation, project review and policy implementation of green building support direction; The competent department may entrust a third-party professional organization to conduct project review. In the preparation of the next annual budget, all departments can put forward the demand for cash according to the project collection or project review, and put it into the green development fund budget in a unified way.

　　(three) the audit department of the CMC is responsible for auditing and supervising the policy funds according to law; The Financial Audit Bureau of Economic Development Zone is responsible for the overall budget management and allocation management of green development funds, and evaluates the performance of policies; The administrative examination and approval bureau of the Economic Development Zone is responsible for investigating the "three simultaneities" project of environmental protection.

　　III. Other explanations

　　(a) for enterprises and institutions supported by these measures, they should cooperate with the performance evaluation and special audit work; For projects with unqualified audit or performance evaluation results, they will be ordered to make rectification within a time limit; If the circumstances are serious or the rectification is not in place, the leading group has the right to recover the allocated funds and collect its behavior into the "credit service platform for market participants in the Economic Development Zone".
