Building a province-wide online intermediary service supermarket is a key reform task defined by the provincial party committee and government in 2018, and now the province-wide online intermediary service supermarket has been officially put into operation. The reporter learned from the website of the provincial government on the 14th that the Interim Measures for the Administration of Online Intermediary Service Supermarkets in Guangdong Province (hereinafter referred to as the Measures) was officially issued by the general office of the provincial government.
The intermediary supermarket referred to in the Measures refers to a comprehensive information service and credit management platform for online transactions of various intermediary services in the province, which provides services for project owners to purchase intermediary services, intermediary service agencies to undertake intermediary service projects, and industry authorities to supervise relevant units and personnel.
According to the relevant person in charge of the Provincial Public Resource Trading Center, from June 20 to October 31, 2018, the online intermediary service supermarket has issued four invitations for intermediary agencies to settle in, and a batch of mature agencies have settled in, promoting the national intermediary service agencies to settle in the intermediary supermarket in batches. By the end of December 2018, 52 types of intermediary services had been released, with a total of 1,684 intermediary service organizations and 1,276 project owners stationed in intermediary supermarkets.
Intermediary service projects include financial capital projects and social capital projects. The "Measures" pointed out that financial capital projects refer to intermediary service projects purchased with financial funds, which are outside the centralized procurement catalogue of the government and do not meet the procurement quota standards. For all financial capital projects, the project owner must select an intermediary service agency in the intermediary supermarket, unless otherwise stipulated by laws and regulations. Social capital project refers to the intermediary service project purchased with social capital, and the project owner selects the intermediary service agency in the intermediary supermarket according to the principle of voluntariness. Encourage social capital project owners to independently select intermediary service agencies through intermediary supermarkets.
How do project owners openly select intermediary service agencies in intermediary supermarkets? The Measures lists five main methods, including selection by merit, direct selection, bidding selection, random selection and other public selection methods confirmed by provincial intermediary supermarket management institutions and operating institutions.
If an intermediary service institution has a general dishonesty in an intermediary supermarket, the intermediary supermarket management institution shall suspend the intermediary service institution from participating in undertaking intermediary services for 3 months; If there are two acts of general dishonesty within one year (not counting the time of suspension of service), their participation in undertaking intermediary services will be suspended for 6 months; Within 2 years (not counting the time of suspension of service), if there are three general acts of dishonesty or serious acts of dishonesty, they will be removed from the intermediary supermarket.
