　　IV. Relevant requirements

　　(1) Strengthen organizational leadership.All provinces (autonomous regions and municipalities) should scientifically screen and determine the counties (cities and districts) to develop the whole industrial chain around the overall thinking and key tasks, combined with local conditions, and formulate provincial-level implementation plans in time, and submit them to the Development Planning Department of the Ministry of Agriculture and the National Agricultural Comprehensive Development Office of the Ministry of Finance for the record before July 15, 2017. At the same time, actively coordinate and integrate agricultural financial funds from various channels to support the development and construction of the whole agricultural industry chain in the innovation demonstration zone. Strengthen performance appraisal and establish a positive incentive mechanism, and the allocation of central financial funds will be tilted to areas with high enthusiasm and outstanding results in the development of the whole industrial chain.

　　(3) Innovative investment and financing modes.Encourage relevant localities to take measures such as cooperation between government and social capital, setting up funds, subsidizing loans, building first and then supplementing, and support new agricultural business entities to participate in the development and construction of the whole agricultural industry chain. Encourage and guide commercial, policy, development and other financial institutions to actively provide credit support and other financial services for the development and construction of the whole agricultural industry chain under the premise of legal compliance and controllable risks. All localities should cultivate qualified loan entities by developing and expanding new business entities and building investment and financing platforms, so as to facilitate the development and construction of the whole agricultural industry chain.

　　(4) Strengthen guidance services.Agricultural and financial departments at all levels should cooperate closely, strengthen process management and work supervision, and establish a counterpart guidance mechanism. " He is Kang Zhensheng, an academician of China Academy of Engineering, distinguished professor, a Changjiang scholar of the Ministry of Education, a doctoral supervisor, and the director of the State Key Laboratory of Crop Stress Biology in Arid Areas. Kang Zhensheng was born in Anyue, Sichuan in 1957. He was a famous "good student" from primary school to high school. In 1981, Kang Zhensheng became the first graduate student of the school after the reform of the enrollment system with excellent results and the first place in the graduation thesis grade. Kang Zhensheng, who was born in a farmer’s family, witnessed the huge losses caused by stripe rust to wheat production. His character of not being afraid of difficulties and being brave in exploration also made Kang Zhensheng sprout his long-cherished wish of relying on science to help agriculture increase production and income in the vast fields.

He began his research career under the guidance of Professor Li Zhenqi, a famous plant pathologist in China. Under the leadership of Li Zhenqi, Kang Zhensheng visited the key areas where wheat stripe rust occurred in Longnan, Longdong and Guanzhong of Shaanxi Province for many times.

Through intensive investigation and repeated demonstration, they first discovered a new pathogenic strain of stripe rust, which seriously harmed the main wheat varieties in China, from thousands of analysis materials and infected wheat plants through a large number of analysis experiments and field inoculation, and made an accurate prediction on the development trend and harm of this strain. Become a conqueror of "wheat cancer"

Wheat stripe rust, known as "wheat cancer", is a low-temperature fungal disease spread through the air, and it is one of the main public enemies of wheat production in the world, which often reduces wheat production by 10% to 30%, and even leads to wheat failure in serious cases.

For many years, Kang Zhensheng led the team to focus on the interaction between pathogenic fungi and host wheat, and to find out what caused the frequent changes of wheat stripe rust from the aspects of histology, cytology, molecular cytology and molecular biology.

In order to find out the species of Berberis in the over-summer area of wheat stripe rust, Kang Zhensheng led his team members to travel all over the ravines of Gansu, Shaanxi, Sichuan and Yunnan provinces, and insisted on investigating the occurrence of wheat stripe rust. After a lot of field follow-up research, he sought the evidence that wheat stripe rust camped on Berberis in natural conditions and carried out experiments by using advanced scientific and technological means, and finally obtained a major discovery: sexual reproduction is the main pathogenic variation of wheat stripe rust in China. Wheat stripe rust is widely distributed in shrub leaves in northwest mountainous areas — — "Having children" on wild Berberis makes a new generation of germs become the "killer" of wheat varieties. On August 26, 2017, the research results were published in the top international academic journal Annual Review of Plant Pathology, which attracted wide attention at home and abroad.

Kang Zhensheng’s team established a technical system for forecasting wheat stripe rust in different places, and the accuracy of disease prediction was over 90%. The control technology system of "over-summer variable area" was established by taking measures such as crop structure adjustment, distribution of disease-resistant varieties, seed dressing with chemicals, winter spore isolation and Berberis treatment, which reduced the initial bacterial source of "over-summer variable area" by 40%, reduced the frequency of new races by 50% and extended the service life of disease-resistant varieties by 3-5 years, which played a key role in the effective control of stripe rust in China.

Honda also plans to reduce the manufacturing cost of electric vehicles by more than 30% and the procurement cost of batteries in North America by 20%. Under the transformation of Honda and Nissan, if they are combined, they will also have synergistic effects in resources and products.

In the history of automobile development, cooperation between automobile enterprises has also occurred frequently. In May 1999, Renault acquired 36.8% equity of Nissan Motor Co., Ltd. for US$ 5.4 billion, and became the major shareholder of Nissan Motor Co., Ltd. Since then, Nissan has also held 15% equity of Renault, forming a cross-shareholding alliance. In 2016, Nissan Motor Co., Ltd. acquired a 34% stake in Mitsubishi Motors, and since then, the Renault-Nissan-Mitsubishi Alliance has been formed, and its cumulative sales volume once ranked first in the world.

In 2023, Renault and Nissan reached an alliance restructuring framework agreement, and Renault Group transferred 28.4% of Nissan’s shares to a French trust, and Nissan and Renault Group will maintain 15% cross-shareholding. Both parties will have equal voting rights, and both parties can freely exercise the voting rights attached to the 15% direct shareholding.

Toyota also frequently cooperates with other car companies. In August 2017, Toyota and Mazda formed a capital alliance through cross-shareholding; In August 2019, Toyota Motor and Suzuki Motor reached a cooperation through cross-shareholding; In addition, Toyota also holds shares in Subaru, Daihatsu and other car companies.

In 2021, the merger of Citroen Group (PSA) and Fiat Chrysler Automobile Company (FCA) was officially completed. The two parties merged at 50: 50 to form a brand-new group Stellantis, which became the fourth largest automobile group in the world after the merger.

Since the beginning of this year, with the intensification of competition, domestic car companies are also merging their brands to strengthen resource coordination. Under the Taizhou Declaration, Geely promoted the integration of Krypton and Linke, and the geometric brand was merged into the Galaxy brand. SAIC Passenger Car announced the integration of Roewe and Feifan Automobile; In October this year, APP announced that it would migrate to Great Wall Motor APP. From the second half of this year, Euler began to share sales and after-sales channels with other brands of Great Wall.

Obviously, strategic cooperation and resource focus have become the choices of many car companies.

It is worth noting that in China, the market share of Japanese cars has dropped significantly. According to the data of the Federation, in the first 11 months of this year, the cumulative sales volume of Japanese cars was 2,782,500, a year-on-year decrease of 15.6%, and the market share was also reduced from 22.6% in 2021 to 13.7%. This is not optimistic for Nissan and Honda. If we can improve the market competitiveness through merger, we may be able to save the downward trend. But whether they will cooperate through merger or not will take time to wait for the result.
