Recently, the public security organs at Taizhou and Xianju cities and counties, together with the market supervision department, with the assistance of the Ali special team, have launched a unified network-closing operation in Xianju, Zhejiang, Suzhou, Jiangsu and Changbai Mountain, Jilin, and smashed a full-chain criminal gang that produces and sells toxic and harmful weight loss coffee and candy online, and arrested 10 suspects headed by Xie Moumou, Zhang Mou, Yin Moumou and Chen Moumou, and approved the arrest of 2.

After testing, the seized weight loss coffee contains sibutramine and phenolphthalein, which are banned by the state. Such additives can cause serious toxic and side effects such as trance and cancer.

In May this year, the police of Xianju County Public Security Bureau found that someone was selling weight loss coffee and candy on WeChat, Tik Tok, Xiaohongshu and other platforms, and the network spread over more than 20 provinces and cities such as Zhejiang, Henan and Guangdong. Someone left a message on the platform to report dizziness, palpitation and insomnia after taking these products.
Further investigation by the police found that these slimming products were all three-no products, but the selling price was as high as 300-500 yuan per package.
On July 7th, Ms. Li, a citizen of Xianju, reported to the police station in her jurisdiction that she had spent nearly 2,000 yuan on a weight loss coffee from her friends on WeChat, and after drinking it several times, her body appeared dizziness, leg weakness, drowsiness and other symptoms. After examination by the hospital, the value of alanine aminotransferase was seriously high, and liver damage occurred, but this WeChat friend could no longer be contacted.
The police entrusted the weight loss coffee purchased by Ms. Li to the market supervision department for testing, and the results showed that the product contained the banned drug "sibutramine".
Sibutramine was originally used for adjuvant treatment of obesity, but because of its great side effects, it will lead to increased heart rate and blood pressure, and even lead to stroke and death in severe cases.
According to the analysis of police data, it is preliminarily determined that this is a case of extra-large network producing and selling harmful food across provinces. The local seller of Xianju is Chen Moumou, who has online stores on WeChat, Tik Tok and Xiaohongshu, and many of his subordinate agents are Yang Moumou, a WeChat friend who buys products from Ms. Li. After tracing at different levels, it was found that Chen was a couple of Yin who lived in Yangcheng Lake, Xiangcheng District, Suzhou City temporarily, and gradually found out the operation of the intermediate link of the whole manufacturing and selling of harmful food gangs.
On September 30th, the public security organs at Taizhou and Xianju, together with the market supervision departments, launched the first round of network-closing operations in Xianju and Suzhou, arresting 6 suspects, destroying 6 sales dens and 1 packaging warehouse, and seizing more than 160 boxes of online celebrity’s poisonous and harmful coffee and candy in various packages, with a case value of more than 5.6 million yuan.
According to Yin Moumou and Chen Moumou and others, they don’t produce coffee. These coffees are purchased from the Internet at a purchase price of 80 to 90 yuan per pack. The terminal sales price is 320 yuan, and the wholesale price of the developed off-line Wechat business is around 150 yuan.
The police destroyed the production and sales network.

After investigation, 27-year-old Xie Moumou and 26-year-old Zhang are lovers. In 2017, Xie learned that adding sibutramine or phenolphthalein to coffee had a significant weight loss effect, so together with Zhang, he purchased coffee raw materials, sibutramine and production equipment from the Internet. Without obtaining the Food Production License and the Food Business License, he rented two simple temporary buildings as the production series "weight loss coffee" for production and filling dens, and the sales warehouse dens were located in the garage beside his home.
Zhang and his parents, Zhang Moumou and Xu Moumou, are responsible for the production and filling. Xie used Tik Tok, WeChat, Pinduoduo and other social platforms to communicate and find an agent. Once an order was made, Zhang’s parents used a pseudonym at will to conduct sales and circulation through logistics delivery channels.
