  Shangguan Jiqing, a 55-year-old native of Ganxian County, Xianyang City, Shaanxi Province, is a "native" official.

  After graduating from Shaanxi Commercial School with a major in finance and accounting at the age of 17, Shangguan Jiqing joined the government of Xiyang Town, Sanyuan County, Xianyang City. In July 1982, he joined the county finance bureau as deputy director and director. In January 1995, he was transferred to the post of deputy magistrate and county magistrate of Xunyi County. In August 1998, he was transferred to Binxian County again. In December 2002, he served as the director of Xianyang Finance Bureau, and one and a half years later he was promoted to the vice mayor of Xianyang City.   In September 2008, Shangguan Jiqing changed his career to Baoji, and successively served as the Standing Committee of the Municipal Party Committee, Vice Mayor, Mayor and Secretary of the Municipal Party Committee. At the end of 2013, Qian Yinan was transferred to Baoji, where he teamed up with Shangguan Jiqing for two years, and then took over as Party Secretary. In October, 2015, Dong Jun, the former mayor of Xi ‘an, who was punished by the party for eating and drinking in private clubs, resigned and Shangguan Jiqing was transferred to the mayor of Xi ‘an.

  When Shangguan Jiqing was the mayor of Xi ‘an, Wei Minzhou was the party secretary, and they worked together for more than a year. On May 22, 2017, Wei Minzhou, suspected of serious violation of discipline, was appointed as deputy director of the Standing Committee of Shaanxi Provincial People’s Congress.

  Cheng Qunli retired for two years and was punished. He used to be the former secretary of Chang ‘an County Party Committee.

  Another official who was punished was Cheng Qunli, 66, who worked as a clerk and accountant in Puji Transfer Station of zhouzhi county Commercial Bureau after he was demobilized from the army. In December 1979, 27-year-old Cheng Qunli worked as a secretary and deputy director of the second secretary in the Secretariat of the General Office of Shaanxi Provincial Government. Four and a half years later, 32-year-old Cheng Qunli became the secretary of the General Office of Shaanxi Provincial Party Committee.

  In October 1985, Cheng Qunli ended his secretarial experience and worked as the county party secretary for five years in Chang ‘an County at that time. In February 2016, Cheng Qunli arrived at the station and stepped down as the chairman of the Xi ‘an CPPCC. He has retired for more than two years.

  Both Cheng Qunli, who was recently punished, and Qian Yinan, who was dismissed on November 1st, worked in Chang ‘an District of Xi ‘an. Chang ‘an District is the main battlefield of illegal villas at the northern foot of Qinling Mountains.

  Wei Xufeng, the former director of Chang ‘an Branch of Xi ‘an Municipal Bureau of Land and Resources, who was arrested on November 5th, was an old subordinate of Qian Yinan.

  According to the information released by official website, the Xi ‘an government, as of October 24th, 724 illegal buildings with an area of 790,000 square meters have been demolished in Chang ‘an District, and 370 villas with an area of 182,000 square meters have been demolished.
