By publishing news online, it claims that it can help customers sell and auction collections at high prices, induce customers to sign false entrustment contracts, and defraud customers to pay appraisal fees, service fees, customs declaration fees and other fees. On September 11th, the reporter of "Legal Daily" learned from Yuhua Branch of Changsha Public Security Bureau in Hunan Province that it successfully detected the "9.3 routine shooting" fraud case, smashed a number of "routine shooting" fraud gangs hidden in many places in Changsha, and arrested 140 people involved, involving nearly 20 million yuan.
It is reported that Mr. Wang is a coin collector and has always wanted to find a way to sell his collection at a good price. In June this year, Mr. Wang searched the market price of ancient coins through the Internet and stumbled upon an exhibition service company website. With the idea of giving it a try, Mr. Wang left his phone number on this website. Not long after, a staff member who claimed to be an exhibition service company got in touch with Mr. Wang, claiming that he could help him with the appraisal by paying the 300 yuan appraisal fee. If the collection was identified as a fake, the appraisal fee would be refunded in full. Mr. Wang immediately added the staff member’s WeChat, paid the 300 yuan appraisal fee according to the "company’s formal procedures", and sent several clear photos of the collection to the other party.
Subsequently, Mr. Wang received a reply from the company, claiming that Mr. Wang’s collection was genuine, giving a reference price of more than 1 million yuan, and telling Mr. Wang that as long as he paid a service fee of 5,000 yuan, their company could provide him with a complete set of services, let his collection participate in various exhibitions, find a powerful seller, and sell a "good price" that he could not imagine at the fastest speed. Mr. Wang, eager to sell treasures, mailed the collection to the other company as required, and signed a "service agreement" with him by mail, and also remitted 5,000 yuan.
When Mr. Wang asked the other party’s progress through WeChat several times, the replies were all in progress. When the "service agreement" expired and Mr. Wang asked about the situation again, the company claimed that the collection had not been sold successfully and asked it to turn into an auction process, and it was necessary to continue to pay a certain "auction service fee". Mr. Wang, who was fooled many times, suddenly woke up and realized that he had been cheated and immediately called the police.
After verification by the police, the relevant suspects were active in Yuhua District of Changsha City, and then the case was handed over to Yuhua Branch of Changsha Public Security Bureau by the Ministry of Public Security.
In mid-July, Changsha Yuhua police investigated the case according to the clues of the Ministry of Public Security. The police sorted out the clues and found that the case involved a company called "Guangzhou Pinguxuan Exhibition Service". When the police handling the case went to Guangzhou on a business trip, they found that the company had gone to the building and could not investigate and verify it. The police investigating the case immediately followed the line and found that Changsha Wansheng Culture Media Co., Ltd. and Guangzhou Pinguxuan Exhibition Service Co., Ltd. in a commercial building in Yuhua District had the same personnel, the same business and the same fraud methods.
At the end of July, when Yuhua police were preparing to close the net, Wansheng Culture Company suddenly went to the building, and the first closing operation was forced to be suspended.
The police investigating the case sorted out the relevant information again, starting with the psychological characteristics and modus operandi of the suspects, and using the big data system to analyze and judge. Finally, it was found that some suspects of Wansheng Culture Company had dispersed and joined Hunan Shiding Art Auction Co., Ltd. in a business building in Yuhua District, Hunan Hanxu Culture Media Co., Ltd. in a building in Furong District and Hunan Deliang Culture Media Co., Ltd. in a community in Kaifu District to continue their fraud activities, and these companies were gradually included in the investigation scope of the police.
With the in-depth investigation, the police investigating the case found that these companies were managed and operated by people from Shuangfeng, Hunan, such as Yu Mocong, Yu Moufeng, Chen Mou An, etc., and the shares of the companies were cross-related, closely related, and the tactics were consistent, all of which were suspected of major crimes.
Due to the number of dens involved and the large number of people involved, after the case was reported at the end of August, Changsha Public Security Bureau quickly launched a joint detection and crackdown mechanism. With the support of the Criminal Investigation Detachment of Changsha Public Security Bureau (anti-electric fraud center) and other departments, the "9 3 routine shooting" joint task force was formally established.
At 9: 30 a.m. on September 6th, under the unified command of the project headquarters, more than 230 police officers were divided into eight arrest groups and acted at the same time, and the nets were successfully collected. A total of 140 people were arrested, including 126 people in criminal detention, 370,000 yuan in cash was seized at the scene, 15 bank cards involved, nearly 200 computers and mobile phones involved and a large number of "to be photographed" collections, and a number of physical evidence and books such as scripts and contracts involved were seized. After preliminary verification, the case involved more than 2,000 victims all over the country, involving a total amount of nearly 20 million yuan.
